This position is in Region 4, Mission Support Division, Business Operations and Financial Management Branch, Finance and Cost Recovery Section. About Region 4. Qualifications

In addition to the educational requirements, we are looking for at least one year of specialized experience related to this position as described below: To qualify for the GS-14 level, you need to have at least one year of full-time experience equivalent to the GS-13 level defined as advising on programmatic activities related to budgeting or financial management; analyzing accounting or financial reporting methods or procedures; and mentoring, coaching, or leading others. Your answers to the online assessment will be used to evaluate your competencies in the following areas: 1) Ability to advise on financial management laws and policies; 2) Skill in program analysis; 3) Skill in performance management; 4) Knowledge of equal employment opportunity (EEO) objectives; 5) Skill in strategic planning; 6) Skill in project management; 7) Ability to collaborate with internal and external partners; 8) Skill in problem solving. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Education

You need a degree or combination of education and experience as described below to qualify for this position.

You must have a bachelor’s or higher degree from an accredited or pre-accredited college or university in accounting; or a related field such as business administration, finance, or public administration with 24 semester hours in accounting (up to 6 hours in business law counts toward these hours); 

-OR- 

a combination of education and experience with at least 4 years of experience in the related field AND one of the following: 

1) 24 hours in accounting or auditing courses which can include up to 6 hours of business law; 

2) certificate as Certified Public Accountant/Internal Auditor; or 

3) completion of a degree that included substantial course work in accounting or auditing, e.g., 15 hours, provided that: 

(a) you have successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; 

(b) a panel of at least two higher level professional accountants or auditors has determined that you have demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described above; and 

(c) except for literal nonconformance to the requirement of 24 hours in accounting, your education, training, and experience fully meet the specified requirements.
