Joining the Secret Service, APT Talent Management Division will allow you to manage Human Resources Operations and formulate short- and long-range program area strategies, goals and objectives.

Duties

The selectee will serve as a Supervisory Human Resources Specialist (Organization Title: Deputy Division Chief) in the Administrative, Professional and Technical (APT) Talent Management Division which includes human capital programs associated with recruitment and placement and related staffing activities. Typical work assignments include: Providing consultant advice and guidance to internal and external stakeholders regarding program policies, procedures, and practices impacting the human capital programs. Developing and documenting long- and short-range planning efforts, including establishing full life-cycle programs and execution. Managing human resources operations through subordinate supervisors; collaborates and formulates short- and long-range program area strategies, goals, and objectives. Identifying and promoting awareness of problems/challenges associated with projects directed towards interrelated programs. Providing briefings, analyses, metrics/analytics, and reports on human capital programs and issues. Information provided is utilized by agency senior level stakeholders in response to inquiries from the Office of Personnel Management (OPM), Congress, the Department of Homeland Security, national media and Freedom of Information Act (FOIA) requests.

Applicants must demonstrate that they meet the Specialized Experience requirements as noted below. You qualify for the GS-15 level (starting salary $163,964.00) if you possess one f ull year of specialized experience comparable in scope and responsibility to the GS-14 level in the Federal service (obtained in either the public or private sectors) performing the following duties: Planning and directing strategic priorities for human capital plans and negotiating for their necessary resources; Evaluating the effectiveness of organization or agency-wide staffing operations to determine the need for further development or innovation; Providing agency-level leadership with technical and interpretive guidance on human capital regulations, policies and practices; and Providing first-line supervision through work planning, establishing and enforcing performance and conduct standards, and position management. NOTE: Your resume must explicitly indicate how you meet this requirement, otherwise you will be found ineligible. All qualification requirements must be met by the closing date of this announcement. You will receive credit for all qualifying experience, including volunteer experience. Time-in-Grade Requirements: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under a non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying). Time-In-Grade requirements also apply to current employees applying for a Veterans Employment Opportunities Act of 1998 (VEOA) appointment. NOTE: All current or former Federal employees must provide a copy of their SF-50 (you may need to submit more than one), "Notice of Personnel Action" that indicates proof of status and time-in-grade eligibility. The SF-50 must include your position, title, series, grade, step, tenure (1 or 2), and type of service (Competitive or Excepted). Current or Former Political Appointees: The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office. Interagency/Career Transition Assistance Program (ICTAP/CTAP): This program applies to Federal service employees whose positions have been deemed surplus or no longer needed, or employees who have been involuntarily separated from a Federal service position within the competitive service.
