The Supervisory Program Specialist, Facilities Space & Budget serves as the Deputy Associate Director for Agency Operations, and manager of the Facilities, Space, and Budget Branch in the Office of Facilities & Operations Management (OFOM), The incumbent serves as the expert and authority on facilities, contracts, small purchases, leases, and management of all phases of the OFOM budget.
Duties
The incumbent ensures efficient operations and safety compliance, and provides the Associate Director for Agency Operations (ADAO) with technical advice and assistance, recommends appropriate courses of action to follow for cases related to areas of responsibility, assures compliance of such actions with appropriate rules, regulations, policies and procedures, and plans and executes the OFOM budget under the supervision of the ADAO
Major Duties & Responsibilities
Manages all phases of OFOM's budget, including formulation and execution, ensuring.programs are proceeding as planned.
Prepares financial reports and forecasts related to facility expenses.
Manages facility maintenance, repair, and modification requests for all FHFA leased or owned spaces, performing analysis on maintenance and repair trends for process improvements and forwarding recommendations to ADAO for implementation.
Oversees space utilization and allocation, building alterations and modifications, signage, key control, moving services, conference and special events support, and related support services, This activity includes leading lower-level facility operations staff.
Develops, updates, recommends, and oversees the implementation of facilities and space management policies and procedures.
Oversees the development of detailed requirement packages for all facilities projects including space management, lease administration, brokerage support, construction, architecture and design services, insurance and inventory management for FHFA.
Evaluates, manages, and monitors existing facilities and furniture needs. Incumbent recommends changes in requirements based upon projected changes in agency missions, resources, etc.
Oversees audits (e.g., FHFA-OIG and GAO) and works with appropriate staff to provide thorough response. Ensures corrective actions are taken and ensures policies and/or procedures are updated as needed.
Provides oversight for all OFOM Key Performance Indicators, providing guidance to staff and ensuring they have the resources needed to update reports on time each quarter.
Provides supervisory guidance to a staff of Facilities Operations Specialists and Program Analysts.
Manages day-to-day operations and staff assignments. Exercises supervisory authorities and responsibilities as well as the administrative and personnel management functions relative to the staff supervised.
Develops job performance plans, periodically counsels on performance, and rates staff against standards at appraisal time, communicating results in a timely fashion.
Performs other duties as assigned.

Qualifications
You may qualify for your desired series and grade level if you meet the following qualification requirements:
MINIMUM QUALIFICATIONS:
Minimum Qualification EL-15: Applicants must have 52 weeks (one-year) of specialized experience equivalent to the next lower grade level as described below.
Experience: I qualify for the EL/GS-15 because I have at least 52 weeks of specialized experience at the EL/GS-14 or equivalent demonstrating work experience with the statements described below. Examples of specialized experience include:
Overseeing all aspects of the financial management regarding facilities management, including budget projections, expenditures, renovation expenses, contractual services for leased space, miscellaneous contracts, and wide variety of other support services;
Providing program support for one or more of the following: facilities operations, emergency preparedness, supply and inventory management; conference planning, and transportation and fleet management;
Building and maintaining relationships with internal and external stakeholders as it relates to long-range facility or inventory management planning and execution.
Analyzing policies and standard operating procedures related to facilities and inventory activities and recommending process improvements to senior leadership.
Overseeing audits, working with appropriate staff to provide thorough response, and ensuring corrective actions are taken and policies and/or procedures are updated as needed.
Time-In-Grade: Current or former Federal government employees who have held an EL/GS position in the preceding 52 weeks, must meet the time-in-grade requirement.
To be eligible for the EL-15 position, applicants must have served 52 weeks as an EL/GS-14 or higher in the Federal Service.
