You will serve as the Branch Chief for Talent Services in the HQ Human Capital Office (HQ HCO), Office of the Chief Human Capital Officer (OCHCO) at Headquarters (HQ). We are seeking a skilled and experienced individual to serve as the Chief of the Talent Services Branch. This position leads a team of HR professionals in providing consultation and guidance on policies and processes related to performance management, employee awards and recognition, training and development, and Pathways.
Duties
Leads a team that delivers services to customers in the areas of performance management, awards and recognition, and training and development, and Pathways.
Defines technical work requirements and milestones.
Evaluates the organization and employee accomplishments by evaluating work products.
Develops Human Resources programs and strategic planning to facilitate the accomplishment of organizational goals and objectives to promote continuous improvement and enhanced customer service.
Provides employees resources and information that insures a safe and healthy work environment.
Performs a full range of supervisory duties which includes assigning and evaluating work; recommending personnel actions; taking disciplinary actions; and identifying training needs and developing employees.

Requirements
- Current Federal employees must meet qualifications, time in grade, and 90 days after competitive appointment requirements by the closing date of the announcement.
- A one-year supervisory probationary period may be required.
Qualifications
Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.
To qualify at the GS-15 level, you must have one year of directly related specialized experience equivalent to the GS-14 level:
Serving as a technical expert in at least two of the following human resources functions: (1) awards and recognition, (2) performance management, or (3) training and development;
Developing and recommending long range Human Resources programs and strategic planning to facilitate the accomplishment of organizational goals and objectives resulting in a culture of continuous improvement and enhanced customer service;
Leading, managing or directing the work of a team to ensure the delivery of high-quality products that meet deadlines and follow established protocols.
