This position is a supervisory intelligence operations specialist that is assigned as the Branch Chief of the Policy Coordination and Oversight Branch under the I&A Transparency and Oversight Program Office.

Duties

The purpose of the Branch Chief position is to perform high-level, objective, independent policy analysis, strategy development, and program planning work. The Branch Chief advises on DHS intelligence program and strategic planning and policy activities and supervises a subordinate staff of intelligence operation specialists and management program analysts engaged in the development of plans, policies, and strategy for all activities under the Under Secretary of I&A's purview. Requirements

  • Must be able to obtain/maintain a TS/SCI Security Clearance.
  • This is a Testing Designated Position (TDP) and is covered by the Department of Homeland Security Headquarters Drug-Free Workplace Program.
  • Must be a U.S. Citizen.

Qualifications

MAJOR DUTIES CONTINUED: Prepares Senior Leadership to represent I&A at DHS and IC wide engagements to include the EXCOM, DEXCOM and DMAG. Prepares and presents briefings. Prepares and analyzes reports; responses to queries, justifications, and background papers on the technical aspects of areas of expertise and assignment. Researches and determines or recommends appropriate actions or interpretation of issues impacting the organization. Serves as the independent technical authority for the organization. Represents the organization on working groups; steering groups; or other meetings, conferences, seminars, etc. May chair such groups or meetings when the meeting is in the incumbent's area of assignment. Promotes interchange of information on requirements, capabilities, deficiencies, and technology applications of specialization. Defends recommendations to higher levels of management as necessary. Performs other duties as assigned. Specialized Experience: Applicants must have a minimum of one year of which must demonstrate specialized experience which is equivalent to the GS-14 in the Federal service. For this position, specialized experience includes the following: 1. Management experience directing offices or programs as a second level supervisor and formulating, developing, and implementing policies and programs to accomplish organizational mission. 2. Providing expert advice and guidance to senior leaders on policies and programs as well as preparing executive level briefings and staffing support for principal or deputy level interagency engagements. 3. Developing and maintaining liaison with the intelligence and law enforcement communities. 4. Experience with providing subject matter expertise and component coordination support for policy decisions. 5. Representing an agency or department in interagency working groups and meetings on technical issues, policies, and programs that support DHS's mission to protect the homeland. PERSONAL LEADERSHIP AND INTEGRITY: This performance element measures the extent to which the employee is able to demonstrate personal initiative and innovation and to demonstrate honesty, integrity, openness, and respect in dealings with coworkers, peers, customers, stakeholders, teams, and collaborative networks across the IC. TECHNICAL EXPERTISE: This performance element measures an employee's ability to acquire and apply knowledge, subject matter expertise, tradecraft, and/or technical competency necessary to achieve results.
