This position is a mission critical occupation and is responsible for analyzing public health programs, policies and procedures to ensure that Health Resources and Services Administration meets its mission, goals and objectives.
As a Public Health Analyst, you will serve as a federal representative, conducting operational site visits at health centers across the United States and its territories requiring travel up to 50%.
Your duties and responsibilities include:
Serving as an expert analyst in developing, monitoring, implementing, and evaluating current or projected complex, interrelated public health programs involving governmental and non-governmental organizations from multiple sectors at the community, State, and/or national levels.
Actively participating in all aspects of the federal presence requirement for Operational Site Visits to assess health center compliance with program requirements and applicable terms and conditions.
Analyzing and evaluating the effectiveness of program operations, including, but not limited to, researching information, generating reports, compiling data, designing limited studies, conducting surveys, and coordinating public health activities.
Devising strategies and plans for stakeholder engagement and communication related to public health and/or public health programs.

Requirements
- U. S. Citizenship is required.
- All qualifications and time-in-grade requirements must be met by the closing date of the announcement. Federal applicants must submit an SF-50 to show status and time-in-grade.

Basic Requirements for all Public Health Program Specialist Series, 0685 positions require that you demonstrate specialized experience in each of the following five competencies:
1. Knowledge of organizational, operational, and programmatic concepts and practices applied by public, private, or nonprofit agencies and organizations engaged in public health or other health-related activities.
2. Knowledge of the methods, processes, and techniques used to develop and deliver public health or health-related programs in State and local settings.
3.Knowledge of a specialized public health program.
4. Knowledge of, and skill in, the application of administrative or analytical methods and techniques necessary for working within the framework of a public health or related organization and carrying out specific program functions.
5. Skill in oral and written communications, gathering and conveying information, making oral presentations, and preparing reports, correspondence, and other written materials.
In addition to demonstrating the above public health program competencies stated above, your resume must clearly demonstrate that you have one full year of the minimum qualifying experience for the grade levels as shown below.
MINIMUM QUALIFICATION REQUIREMENTS are defined as qualifications that an applicant must possess, at a minimum, to be eligible to participate in an assessment for hire or promotion under the competitive system, e.g., education, experience, and/or other requirements (e.g., licensure). Applicants who do not meet the minimum qualification requirements for the position receive no further consideration.
GS-12: Your resume must clearly demonstrate that you have one full year of the minimum qualifying experience comparable in difficulty and responsibility to at least the GS-11 level in the federal service.
Examples of minimum qualifying experience equal to the GS-11 level include performing the following types of tasks on a regular and recurring basis:
Assessing quantitative and qualitative data on public health programs to determine the programs' effectiveness, including creating dashboards, statistical reports, or tables of the results.
AND
Providing public health technical assistance and guidance to internal and external stakeholders at the State and local level.
Experience refers to paid and unpaid experience, including volunteer work done through National Service Programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.

A competency is defined as a measurable pattern of knowledge, skills, abilities, behaviors, and other characteristics that an individual needs to perform work roles or occupational functions.
PUBLIC HEALTH PROGRAM MANAGEMENT - Plans, develops, coordinates, and manages the structure and administration of public health organizations and the policies that impact health programs and reimbursement of health services.
RESEARCH AND EVALUATION - Knowledge of the principles, methods, and processes used to conduct a systematic and objective inquiry; including study design, collection, analysis, and interpretation of data; and the reporting of results.
STRATEGIC PLANNING - Supports organizational goals and objectives in accordance with strategic and/or operations plans.
