The Department of Commerce (DOC) invites qualified individuals to apply to its prestigious Senior Executive Service Candidate Development Program (SESCDP). The SESCDP is focused on helping candidates develop their leadership skills and executive core qualifications. Qualified individuals are those who have demonstrated through their performance and experience the potential to assume executive-level positions within the Federal Government. Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of this announcement.
Applicants must have at least one year of leadership/supervisory experience equivalent to the GS-14 or GS-15 grade level in the Federal service. This experience must demonstrate an applied knowledge of management principles, developments, trends, and generally accepted practices and techniques utilized in effective program planning and administration; and the level of competency sufficient to lead, direct, and evaluate a broad range of programs and activities. The experience must demonstrate planning, coordinating and executing business functions necessary to support a large, complex organization (including those related to resource allocation, budget and finance, human capital management, organizational development, contracting and information technology).
Applicants' experience MUST be at a sufficiently high level of difficulty to show clearly that the applicant possesses or has the potential to gain the skills and abilities outlined under all of the Executive Core Qualifications (ECQs)
EXECUTIVE CORE QUALIFICATIONS:

ECQ 5 - BUILDING COALITIONS: The ability to build coalitions internally and with other Federal agencies, State and local governments, non-profit and private sector organizations, foreign governments, or international organizations to achieve common goals. Inherent to this ECQ is the ability to develop networks through partnering and collaboration.
