The incumbent provides direct support to the academic mission of the DC VAMC, including a wide variety of analytical, management support, & administrative duties that facilitate the success of the Medical Service's mission. The incumbent must have knowledge of all operations of the administrative services as well as a working knowledge of the medical services/clinics offered at the DC VA Medical Center to enable them to effectively operate in accordance with the mission & goals of the Program.
Duties
Major Duties:
The incumbent is responsible for daily oversight and management of the Graduate Medical Education (GME) and Associated Health Trainee and Affiliate Education program's onboarding of trainees, coordination with service lines, and budgetary resources.
Assesses and reports work accomplishments, training needs, developments, overall program status to the supervisor. Ex: Provides
oversight and technical assistance to ensure employees are compliant with assignments, obligations, budget execution, and timely and accurate payments/reconciliations.
Serves and represents within Medical Service when addressing decisions required from supervisor or informational feedback related to issues, concerns, or problems that may arise pertaining to work, deadlines, delegation, or priorities.
Organizes and oversees the administration of program work through other entities such as federal, state, and local partners.
Interprets regulations and policies to ensure compliance with program requirements.
Serves as liaison between staff and supervisor for issues related to USAccess, CPRS, IT access, and Credentialing.
Provides interpretations, both verbal and written, of regulations, instructions, and policies relating to assigned areas of program operations.
Resolves simple, informal complaints of employees, residents, fellows, and HPE trainees' related to workflow, processes, or work-related issues.
Responsible for the oversight of all ADPAC (Application coordinator) duties of the service and is expected to have a robust understanding of all applications required for successful onboarding of staff, to include use of EPAS, EPCS, VISTA, PIV badging, VPN remote access and any other programs required for the position.
Independently analyzes program content, develops, plans, and sets milestones to determine consistency with annual and long-range program and site director and resident coordinator training objectives.
Authorized user of the Government Purchase Card. As an authorized user of this card the incumbent is responsible for meeting the standards for documentation and reconciliation of the purchase cards as set forth by VA Handbook 1730.1, Use and Management of Government Purchase Card, dated August 27, 2008.
Have expertise in use of WebTA (VATAS) or other such program in use for timekeeping and supervision of timekeepers.
Work Schedule: Monday - Friday, 8:00 a.m. - 4:30 p.m.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/09/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
GS-11: You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-09) in the Federal service that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties and that is typically in or related to the work of this position. Specialized experience includes: monitoring and managing a variety of correspondence; reviewing and preparing correspondence to respond to issues, inquiries, and requests for information; and conducting a variety of studies, projects, and program analyses, developing and managing a variety of databases, dashboards and queries; gathering and maintaining metrics and data in a variety of databases; extracting and analyzing data; generating a variety of reports; and making recommendations for data management, collection and analysis; OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a Ph.D. or equivalent doctoral degree; OR, 3 full years of progressively higher level graduate education leading to such a degree; OR, LL.M., if related, in a related field that demonstrates the knowledge, skills, and abilities necessary to do the work of this position; OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and graduate education, as described above, which meets the total qualification requirement for the GS-11 grade level. The total percentages must equal at least 100 percent. The education portion must include graduate courses in a related field that demonstrates the knowledge, skills, and abilities necessary to do the work of this position.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work is more than sedentary and requires coordination and interaction with Service Chiefs/designees for meeting the assigned program reporting functions, requiring extensive coordination and communication one to one as well as telephonic and use of electronic media and often requires long periods of time at the keyboard of the computer and extensive computer screen time. Work may require walking and standing in conjunction with occasional travel for attendance at meetings to include but not limited to observation rounds, administrative rounds, and conferences away from the work site.
