The incumbent serves as a Program Specialist to the Supervisory Health System Specialist (SHSS), VA Tennessee Valley Healthcare System in providing program administration, clerical needs, and coordination of administrative needs for service personnel. The incumbent provides clerical and administrative support needs for the service, which has training, patient care, research programs and outpatient clinics; all of which require coordination and/or oversight by the Chief, Medical Service.
Duties
The incumbent serves as a first echelon of contact to resolve any administrative issues and problems, etc. Responsible for coordinating administrative duties for the subsections, in an effort to guarantee the primary goal of optimally delivering high quality health care to the Veterans. Expertise in broad administrative levies is required to assist in meeting the needs of the service's long-range planning.
Serves as program administration, clerical needs and coordination. Provides clerical and administrative support, such as training. Resolves any administrative issues and problems.
Coordinates recruitment actions, anticipating vacancies, completes the proper paperwork, addresses employee relations.
Prepares organizational charts, position descriptions/functional statements.
Prepares management assessment reports from databases, written and/or oral reports. Prepares spreadsheets, charts, graphs and/or tables, including meeting agendas and minutes.
Prepares and/or assist in preparing contracts and sharing agreements for the service.
Responsible for recommendations having policy - making implications. Prepares policies and procedures. Writing and updating procedures.
Establishes and maintains liaison with professional and administrative personnel across the enterprise.
Services as Record Control liaison, ADPAC, PIV Sponsor, Veteran service level advocate, Contracting Office Representative (COR).
Oversees credentialing, OPPE/FPPE and privileging documents.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
Work Schedule: Monday - Friday, 8am - 4:30pm
Telework: Ad-hoc VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/06/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-05. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

GS-09 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Physical Requirements: Work is in a combination of sedentary and non-sedentary, with some walking, standing, bending, and carrying of light items, such as papers and books. Typically, the Program Specialist/Analyst may sit and do the work. No special physical demands are required to perform the work.
