Duties
This Financial Specialist position is located DR-Chief Finance Office, Financial Management Division, Funds Control and Support Program Branch, Transportation Security Administration, Department of Homeland Security (DHS). Duties include but are not limited to:
Performs a variety of top-level accounting and financial management functions, such as reviews/approves budgetary resources transactions in the Budget Execution Module and communicating a variety of major financial management policies, practices, techniques, and procedures that guide financial work throughout headquarters, subordinate management levels and organizations.
Provides comprehensive advisory services to leadership regarding highly complex budget execution and allocation issues.
Analyzes emerging business and regulatory requirements, provides consultative advice and expertise to the Financial Management Division (FMD). Evaluates compliance with applicable guidance (e.g., Office of Management and Budget (OMB), Federal Accounting Standards Advisory Board (FASAB), and Treasury.
Prepares and reconciles a variety of budgetary financial reports, develops requirements for additional reports to support 0MB, DHS, CFO and Program Office requirements and to address particular concerns and issues.
Maintaining the system integrity of TSA's accounting classification structure, ensuring that coding elements capture data as needed to support internal and external reporting requirements.
The major duties described above reflect the full performance level of this position. Typically, the lower pay band (I Band) performs the same duties but will receive more guidance and training; and/or projects/work assignments may be less complex.
Qualifications
To qualify for the SV-I Pay Band (equivalent to GS-13), you must have one year of specialized experience at the SV-H or GS-12 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the knowledge, skills and abilities to successfully perform the duties of the position. Specialized experience is defined as:
Experience applying, researching, interpreting and advising on accounting and financial management requirements, laws, and regulations governing budget execution, financial reporting, and GAAP;
Experience performing, reconciling, analyzing and monitoring the full scope of financial activities (i.e. identifying abnormal general ledgers balances, reconciling subsidiary balances to the general ledger in the financial system, journal entries, financial reimbursements, configuration of financial systems);
Experience preparing clear and convincing presentations, briefing, and written materials to various levels of staff (i.e. senior level); and
Experience reviewing and revising on new budgetary proposals, policies, procedures, and guidance.
To qualify for the SV-J Pay Band (equivalent to GS-14), you must have one year of specialized experience at the SV-I or GS-13 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the knowledge, skills and abilities to successfully perform the duties of the position. Specialized experience is defined as:
Experience applying, researching, interpreting and advising on accounting and financial management requirements, laws, and regulations governing budget execution, financial reporting, and GAAP;
Experience performing, reconciling, analyzing and monitoring the full scope of financial activities (i.e. identifying abnormal general ledgers balances, reconciling subsidiary balances to the general ledger in the financial system, journal entries, financial reimbursements, configuration of financial systems);
Experience managing distribution of appropriated funds and programs; and
Experience preparing clear and convincing presentations, briefing, and written materials to various levels of staff (i.e. senior level).
Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime.
National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
