This position is located in the Department of Homeland Security (DHS) Office of the Chief Financial Officer, Financial Management Division. The position is responsible for oversight and management of the department-wide charge card programs (purchase, travel, fleet, and debit cards)..
The primary purpose of this position is to serve as a financial management technical expert, utilizing a professional knowledge of financial management.
This is a non-bargaining unit position.

Qualifications
Specialized Experience:
You qualify for the GS-15 grade level if you possess one year of specialized experience, equivalent to the GS-14 grade level in the Federal government, performing duties such as:
Developing, implementing, and overseeing financial management policies, procedures, and controls, especially as related to charge card programs and spending.
Collaborating with financial systems program managers to ensure the department's core financial systems integrate with charge card systems and support effective reporting of and internal controls over charge card spending.
Using automated tools, audits, reviews, and data analytics to monitor agency-wide charge card spending programs, identify risks, and ensure compliance with laws, regulations, and policies
Substitution of education in lieu of specialized experience may not be used for this grade level.

Time-in-grade: Current General Schedule (GS) federal employees, and those that have served in GS positions within the last 52 weeks, must have served 52 weeks at the next lower grade, or a combination of the next lower grade level and an equivalent band in the federal service by the closing of this announcement.
