The primary purpose of the position is to operate as expert in the field of administration for the purpose of facilitating the spread of the Whole Health System of Care. The incumbent is administratively active throughout the entire Whole Health System of Care throughout the Veterans Health Administration Pacific Islands Health Care System.
Duties
The duties related to this position include but are not limited to the following:
Program Management/Administrative Duties:
Provides a broad range of management and staff assistance to the WH Program Chief/Manager as a high-level professional, providing management support of specialized activities directly supporting the WH programs.
Collaborates in program planning and staff development across a variety of clinical settings for implementation systems and applying that knowledge as dictated by the exigencies of daily business.
Reviews all incoming correspondence to the WH Chief/Program Manager, and independently acts on items within their authority
Reviews and jointly approves policies that fall directly under the jurisdiction of the Whole Health leadership to include the WH Chief/Program Manager
Program Analysis/Budget Duties:
Applies a range and sequence of analytical steps appropriate for the assigned studies, or portions of studies, from planning through fact-finding to reporting results.
Establishes the necessary facts and links those facts to the appropriate solution of assigned problems and issues while continuously deciding whether sufficient information has been gathered to substantiate findings.
Gathers and organizes narrative and statistical information using established methods, techniques, and precedents such as questionnaires, interviews, review of databases, and comparisons of past, present, and related program functions.
Personnel Management Duties:
Coordinates, on behalf of the WH program, personnel actions with all human resources management specialists who have clinical program responsibilities and with the Medical Staff Credentialing and Privileging (C&P) office.
Maintains a continuous liaison with all Human Resources Management Service (HRMS) staff to effectively manage other personnel matters such as advancements, time and leave, and disciplinary actions.
Manages the personnel costs related to this extensive program and makes recommendations to improve accountability and ensure maximum utilization of personnel and funding.
Supervisory Duties:
Provides supervision aspects related to WH program administrative staff and delegates responsibility and authority to staff hired for WH program and holds them responsible for the performance in their areas.
Conducts assessments, create performance plans and evaluations of the WH program to ensure proper coordination between the delivery of WH services and the overall delivery of healthcare.
Reviews attendance records of employees to ensure a balanced workforce and to maintain or improve attendance
Work Schedule: Monday to Friday, 7:30am - 4:00pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/09/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Specialized Experience: One year of specialized experience equivalent to the GS-09 grade level that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position. Specialized experience equivalent to the GS-09 grade level that includes but is not limited to: Providing a broad range of management and staff assistance, providing management support of specialized activities directly supporting the whole health programs, collaboration in program planning and staff development across a variety of clinical settings, program analysis and budgeting, applying a range and sequence of analytical steps appropriate for the assigned studies, or portions of studies, from planning through fact-finding to reporting results, cost analysis, gathering and organizing narrative and statistical information using established methods, techniques, and precedents such as questionnaires, interviews, review of databases, and comparisons of past, present, and related program functions, personnel management and supervision. OR;
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. OR;
Combination; Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond. A combination of specialized experience and successfully completed graduate level education beyond the first 2 years of graduate level education (36 semester hours).

Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required. Employee may be required to work extended hours on occasion as needed, past a usual eight-hour day. Constantly required to respond to urgent action items and prepare issue briefs with short turnaround times which can be very stressful.
