The primary purpose of this position is to provide subject matter expertise and support through a holistic approach to portfolio management as the primary interface for both technical and business aspects supporting Program Executive Officers and Program Management Offices for Department of the Air Force software requirements.

Duties

The Contracts and Program Management Specialist position is located in the Workload Shaping Branch within the Strategic Agility Division. This branch serves as the focal point for workload assignments, depot activation, and capability sourcing, as well as identifying core and group assignment, portfolio analysis, and direct interface with the Program Management Offices. Duties of this position are: Serves as project lead/manager, conducting organizational and process related studies and analysis of organizations, functions, and work processes to improve mission effectiveness, resource allocation and efficiency, functions, and work processes to improve mission effectiveness, and resource allocation. Serves as administrator and focal point for overall accomplishment of service contracts for office personnel who provide management control for service contract requirements and associated acquisition documentation. Plans, organizes, and oversees the activities of the organization, ensuring that logistics management related operations comply with legal and regulatory requirements and meet customer needs. Develops goals and objectives that integrate organization and logistics related objectives. Participates in special logistics related operation projects and initiatives and performs special assignments. Identifies the need for special projects and initiates milestones and goals. Represents the organization with a variety of installation and functional area organizations. Establishes, develops, and maintains effective working relationships.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, General Business and Industry, 1101 Series. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower broadband (NH-02), equivalent to the next to lower grade (GS-11), or equivalent in other pay systems. Examples of specialized experience must include applying analytical and evaluative methods and techniques to assess program development or execution; identifying resources to accomplish project/program goals; experience in fact-finding and investigative techniques; having knowledge of principles, policies, legal requirements and practices of contract management in order to plan, organize and manage critical aspects of the production of contracts/contractors; knowledge of the activities and purpose of contract support personnel and ability to coordinate such aspects of contracting, program control, to effectively implement contract management and direction. Candidates that are successful in this position typically possess the ability to maintain appropriate qualifications and certifications necessary to assume and execute key acquisition and/or support requirements; display personal accountability in leading, overseeing, guiding, and/or managing programs and projects within assigned areas of responsibility; coordinate work and keep chain-of-command, coworkers, and customers informed of work-related issues, developments, and statuses; and utilize an operational understanding of organizational goals and priorities and fully complies with administrative policies, regulations, and procedures when performing job operations. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Extensive knowledge and skill in applying analytical and evaluative techniques for the identification, consideration, and resolution of issues or problems concerning efficiency and effectiveness of the program and/or strategic sourcing. 2. Master knowledge of overall missions, functions, and organization of the agency or component. Ability to apply the knowledge to evaluate current organizational strategies and performance. 3. Extensive knowledge of organizational concepts, principles, and practices as related to the requirements for performance-based logistics, acquisition, supply maintenance, procurement procedures, manufacturing, strategic sourcing, and other support areas. 4. Ability to communicate effectively, both orally and in writing, clearly, concisely, and with accuracy, and maintain good working relations with all individuals and organizations. 5. Ability to work with, lead, and manage various groups or individuals to resolve difficult problems/situations as related to organizational issues. Ability to understand and deploy lean concepts in problem resolution. 6. Skill in interpreting and applying complex DOD, USAF, AFMC, and AFSC regulations, methods, operating procedures, and policies, as well as developing methods and operating procedures as required. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
