This position is located in the United States Department of Agriculture (USDA), Farm Production and Conservation (FPAC), Natural Resource Conservation Service (NRCS). FPAC Mission Area is USDA's focal point for the nation's farmers, ranchers, and forest landowners for crop insurance,
conservation programs and technical assistance and credit and commodity programs, and disaster programs.
Duties
Performs financial analysis, reporting, and information management functions for the state.
Coordinates with NSDT to identify and resolve questions and errors related to budget allocations, execution, reporting, and payments.
Provides training and guidance to state leaders, program staff and partners (as appropriate) on applying financial analysis techniques and interpreting results to support decision-making and effective management.
Prepares a variety of recurring and non-recurring reports pertaining to financial management of programs and functions, for presentation to the supervisor and other management officials.
Performs a variety of duties and assignments in support of the formulation, allocation, utilization, analysis, and reporting of financial resources necessary to accomplish the mission responsibilities of the state, area, and field offices of NRCS.
Develops recommendations for new or revised procedures and controls, as well as corrective actions or methods to improve financial management
effectiveness and efficiency and planning and utilization of state financial resources.
Participates in conducting internal reviews and studies to evaluate the effectiveness of financial and resource management programs and practices to ensure compliance with applicable laws, regulations, policies, and procedures.
Performs comprehensive analysis on financial metrics impacting budget performance, interprets financial analysis results, compiles and communicates comprehensive reports to show the cost of doing business at the state level.
Requirements

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.
Time in grade: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.
For the GS-07:
To qualify for the GS-07 level you must possess at least one year of specialized experience equivalent to the next lower grade level (GS-05) or pay band in the federal service or equivalent experience in the private or public sector as a Financial Management Specialist performing the following duties: providing basic financial management guidance; supporting other accounting and financial management staff; and researching financial policy.
OR
GS-07: In lieu of specialized experience at the GS-05 grade level, the following education can be substituted:
Superior academic achievement (refer to the instructions for Superior Academic Achievement in this announcement) with a bachelor's degree from an accredited university in accounting, finance, mathematics, business administration, public administration, or information technology.
OR
Successful completion of one full-academic year of graduate education from an accredited college or university with a major in accounting, finance, mathematics, business administration, public administration, or information technology.
OR
A combination of education and experience listed above.
For the GS-09:
To qualify for the GS-09 level you must possess at least one year of specialized experience equivalent to the next lower grade level (GS-07) or pay band in the federal service or equivalent experience in the private or public sector as a Financial Management Specialist performing the following duties: providing basic financial management guidance; supporting other accounting and financial management staff; and researching financial policy.
OR
GS-09: In lieu of specialized experience at the GS-09 grade level, the following education can be substituted:
Successful completion of two full academic years of progressively higher-level graduate education or master's, or equivalent graduate degree (LLB, JD, LLM, Ph.D., etc.), from an accredited college or university with a major in accounting, finance, mathematics, business administration, public administration, or information technology.
OR
Successful completion of a master's or equivalent graduate degree in accounting, finance, mathematics, business administration, public administration, or information technology.
OR
Successful completion of a LL.B. or J.D., if related; OR
A combination of education and experience as listed above.
Specialized Experience Requirement for GS-11: Applicants must have at least one (1) year of specialized experience equivalent to at least the GS-9 grade level in the Federal service, or comparable experience not gained through federal service. For this position, examples of specialized experience include:
Projecting budget needs and potential budget surpluses, drafting budget plans, tracking expenditures, managing budget planning tools.
Providing guidance and assistance in projecting, planning, allocating, and executing financial resources.
Analyzing financial information to confirm proper execution of funds in accordance with applicable rules and regulations.
Monitoring financial systems to ensure funds are properly allocated and obligated as apportioned in support of management objectives.
Coordinating internal controls processes and financial audit activities.
OR
Combination of Education and Experience: A combination of graduate-level education and experience, as described above, may be used to qualify for this position. This combination must have equipped you with the necessary knowledge and/or experience to successfully perform the duties of this position. Combinations of experience and education must total at least 100% as outlined in OPM Qualifications policy.
Specialized Experience Requirement for GS-12: Applicants must have at least one (1) year of specialized experience equivalent to at least the GS-11 grade level in the Federal service, or comparable experience not gained through federal service. For this position, examples of specialized experience include:
Projecting budget needs and potential budget surpluses, drafting budget plans, tracking expenditures, managing budget planning tools.
Providing guidance and assistance in projecting, planning, allocating, and executing financial resources.
Analyzing financial information to confirm proper execution of funds in accordance with applicable rules and regulations.
Monitoring financial systems to ensure funds are properly allocated and obligated as apportioned in support of management objectives.
Coordinating internal controls processes and financial audit activities.
Note: There is no education substitution for the GS-12 level.
