THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION. This National Guard position is for a FINANCIAL MANAGEMENT ANALYST, Position Description Number T5635P01 and is part of the PA 193rd Special Operations Wing, National Guard. 1 or more Position(s) may be hired against this Announcement.

Duties

As a FINANCIAL MANAGEMENT ANALYST, GS-0501-09, you will process data and performs broad-in-depth financial analysis of interrelated accounting, military and civilian pay, accounts payable and receivable, and various travel entitlements to resolve especially difficult and sensitive, out-of-balance conditions associated with processing actions within Financial Management systems. Analyze and accurately process financial services transactions (i.e., payroll, debts, and miscellaneous entitlements) while applying quality assurances techniques. Analyze and measure the effectiveness and efficiency of financial operations; reliability of financial reporting; compliance with policies, regulations, applicable laws and guidance; and ensures that internal controls are in place. Aggregate data from multiple financial systems and sources in order to directly or indirectly provide the Comptroller with accurate and timely financial reporting. Execute full spectrum pay and entitlement operations (Military Pay, Civilian Pay, Accounting, and Travel Pay). Resolve pay and entitlement problems unique to the customer. Perform other duties as assigned.

  • This is a Financial Management Level 2 Certified position. Employee will be required to comply with all Department of Defense requirements of this certification program.

Qualifications

APPOINTMENT STATUS: EXCEPTED This is a Title 5 Excepted Service position in the Pennsylvania Air National Guard. AREA OF CONSIDERATION: Bargaining Position AOC A: NG Employees working at the location specified. AOC B: NG Employees of the Pennsylvania National Guard. AOC C: Open to the public. Supervisor for this position is SMSgt Kellye Stoneking. Manpower #: 00762754 DOD Level 2 FM Certification required within 2 years of hire. *NOTE: Accessioning into this position is contingent upon verification of Tier 3 Security Clearance. GENERAL EXPERIENCE: All series personnel performance levels must be validated at the next higher level before being eligible for merit promotion consideration to the GS-0501 graded-position and, must have a minimum of one year on-the-job experience in the grade immediately below the next higher level. However, a new hire federal civilian service program applicant should have competent experiences that are equivalent or commensurate to the financial administration program business with demonstrated understandings of the program's principles and concepts defined by the applicable NG Title 5 Excepted Service Series GS-0501 position descriptions' resulting job analysis information and crediting plan data. SPECIALIZED EXPERIENCE: Application must indicate 6 months experience with basic finance program training that provided knowledge of financial principles and procedures. An understanding of the basic principles and concepts of the National Guard financial business program requirements. Experience with pay operations, such as Military Pay, Civilian Pay, Accounts Payable, and Travel Pay. Experience providing pay services that include the examination, analysis, presentation, and interpretation of pay entitlements to Soldiers, Civilians, and Vendors. Experience to review and analyze pay accounts and knowledgeable of tax issues involving legislative rulings; or pay allowances and entitlements, or incentive and bonus pay circumstances. QUALITY OF EXPERIENCE: Length of time is not of itself qualifying. Candidates' experience should be evaluated on the basis of duties performed rather than strictly on the rank of the individual; however, established compatibility criteria/assignments must be followed. The applicant's record of experience, training, and education must show possession of the knowledge, skills, and abilities needed to fully perform the duties of the position to be filled.
