Duties

The incumbent serves as a Training Specialist and is organizationally aligned under the Employee Education function. The Training Specialist is responsible for education/staff development and contributes to teaching core mandated topics and medical center-wide programs. Primary responsibilities relate to management of the Prevention and Management of Disruptive Behavior program (PMDB) and support of Employee Education services. Collaborates with the Employee Education Supervisor on the development, implementation, coordination, and evaluation of educational activities. Teaches effectively and creatively according to adult learning principles, addressing all domains of education. Exhibits tact and professionalism when collaborating with organizational stakeholders and in facilitation of training events. Collates and analyzes course feedback; uses data to make program improvements and adjustments. Provides constructive feedback to presenters; recommends effective learning techniques that will enhance learner comprehension. Uses the Talent Management System (TMS) to assign and record learning, run reports, and track progress of learners in completion of course requirements. Coordinates ad hoc and ongoing training events; plans for and secures training resources. Prepares and broadcasts written communication to the organization relating to education and training opportunities. Performs other duties as assigned. Qualifications

To qualify for this position, applicants must meet all requirements 30 days from the closing date of this announcement, 11/29/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: ***PMDB certification, personal skills, and strong computer skills are preferred**** GS-11 LEVEL GRADE REQUIREMENTS:SPECIALIZED EXPERIENCE: Must have one full year of specialized experience equivalent to at least the next lower grade level (GS-9) in Federal service that equipped you with the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the position to be filled. Specialized experience includes: teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field, and having a practical knowledge of the educational process and the principles of adult learning to teach effectively and creatively; supervising or administering a training program; developing or reviewing training/course materials, aids, devices, etc., and evaluation of training results; using computers, audiovisual, teleconferencing and videoconferencing equipment to design educational materials; knowledge of the health care environment in order to successfully plan educational activities to impact that setting; working with quality improvement principles, practices, and tools necessary for analysis and evaluation of processes and effective follow-up; knowledge of the educational process and the principles of adult learning in order to assess, design, implement, and evaluate educational activities; and knowledge of personality, cognitive, and psychosocial variables as they relate to human performance and group dynamics. OR Education: Must have successfully completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related, in a major study in education or a subject area related to the position. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work.(TRANSCRIPTS REQUIRED) OR Combination of Experience and Education: Must have successfully completed an equivalent combination of experience and education as described above. Such education and experience must demonstrate the knowledge, skills, and abilities necessary to do the work. (TRANSCRIPTS REQUIRED) You will be rated on the following Competencies for this position: CommunicationDeveloping OthersEmployee Development Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
