Duties
The primary purpose of this position is to develop and implement the TMS (Talent Management System) program. TMS is a program within the Learning Resource Center(LRC) that manages the continuing education requirements/programs of the medical center staff. TMS ensures employees know of their continuing education requirements. TMS ensures that opportunities are provided to employees to obtain the necessary education.
-Address the employee's needs by developing an education plan, targeting identified deficiencies.
-Identifies specialties within the hospital where continuing education is required or desirable.
-Identifies the most effective training method appropriate to the subject matter and audience.
-Develop or create training materials.
-Develops a system to manage and track employee's training achievements and to report training status to managers and employees to keep them up to date.
-Serves as a resource for supervisors when developing and implementing PIP (personal Improvement Plans) and PDF (Personal Development Plans)
-Together with employee, sets goals and makes plans to achieve the goals.
-Must be able to troubleshoot a variety of TMS issues.
-Exhibits tact and professionalism when collaborating with organizational stakeholders and in facilitation of training events.
-Teaches effectively and creatively according to adult learning principles, addressing all domains of education.
-Prepares and broadcasts written communication to the organization relating to education and training opportunities.
-Coordinates ad hoc and ongoing training events; plans for and secures training resources
-Performs other duties as assigned.

Qualifications
To qualify for this position, applicants must meet all requirements 30 days from the closing date of this announcement, 10/28/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-7 position you must have served 52 weeks at the GS-5. For a GS-9 position you must have served 52 weeks at the GS-7. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
You may qualify based on your experience and/or education as described below:
GS-7
Applicants must have One year of specialized experience equivalent to at least the next lower grade (GS-5) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Specialized experience includes: teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field, and having a practical knowledge of the educational process and the principles of adult learning to teach effectively and creatively; supervising or administering a training program; developing or reviewing training/course materials, aids, devices, etc., and evaluation of training results; knowledge of the health care environment in order to successfully plan educational activities to impact that setting using computers, audiovisual, teleconferencing and videoconferencing equipment to design educational materials; working with quality improvement principles, practices, and tools necessary for analysis and evaluation of processes and effective follow-up. OR
Have 1 full year of graduate education in a related field to the position. Or I have completed a 4-year course of study leading to a bachelor's degree in any field and I have superior academic achievement (S.A.A). S.A.A. is based on I graduated in the top third of my class. Class is defined as the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration. I graduated with a Grade-point average of 2.95 or higher out of a possible 4.0. This grade point average could have been determined based on 4 years of education or based on courses completed during the final 2 years of the curriculum. I graduated with a grade-point average of 3.45 or higher out of a possible 4.0 based on courses required for my major field or courses in the major field completed during the final 2 years of the curriculum. I am a member of a national scholastic honor society. (MUST PROVIDE TRANSCRIPTS). OR
Applicants may also combine education and experience to qualify at the GS-7 level. To calculate, first identify the percentage of required education you have earned (when substituting, you cannot use the first 60 semester hours that you earned). Then identify the percentage of required experience you possess. Add the two percentages. The total percentage must equal at least 100 percent to qualify at the GS-7. For example, an applicant who has 9 semester hours of graduate level education (i.e. 50% of graduate education required) and 6 months of creditable specialized experience (i.e. 50% of the required experience) would equal 100% of the required experience for the position
GS-9 LEVEL GRADE REQUIREMENTS:
SPECIALIZED EXPERIENCE: Must have one full year of specialized experience equivalent to at least the next lower grade level (GS-7) in Federal service that equipped you with the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the position to be filled. Specialized experience includes: teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field, and having a practical knowledge of the educational process and the principles of adult learning to teach effectively and creatively; supervising or administering a training program; developing or reviewing training/course materials, aids, devices, etc., and evaluation of training results; knowledge of the health care environment in order to successfully plan educational activities to impact that setting using computers, audiovisual, teleconferencing and videoconferencing equipment to design educational materials; working with quality improvement principles, practices, and tools necessary for analysis and evaluation of processes and effective follow-up. OR
Education: Must have successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related, in a major study in education or a subject area related to the position. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. (TRANSCRIPTS REQUIRED) OR
Combination of Experience and Education: Must have successfully completed an equivalent combination of experience and education as described above. Such education and experience must demonstrate the knowledge, skills, and abilities necessary to do the work. (TRANSCRIPTS REQUIRED)
GS-11 LEVEL GRADE REQUIREMENTS:

OR
Education: Must have successfully completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related, in a major study in education or a subject area related to the position. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work.(TRANSCRIPTS REQUIRED) OR
Combination of Experience and Education: Must have successfully completed an equivalent combination of experience and education as described above. Such education and experience must demonstrate the knowledge, skills, and abilities necessary to do the work. (TRANSCRIPTS REQUIRED)
