This position is located in the Federal Maritime Commission, Bureau of Certification and Licensing (BCL). The Bureau plans, develops, administers, and analyzes programs and activities in connection with the licensing and/or bonding of ocean transportation intermediaries (OTIs) in the international ocean borne commerce of the United States (U.S.); and reviews applications for the certification of the financial responsibility of passenger vessel operators (PVOs).
Duties
Ideal Candidate Statement: The ideal candidate will be a highly skilled professional with excellent analytical skills, experienced in regulatory compliance, and adept at managing agency relationships and external communications in a regulatory framework. Strong interpersonal and communication skills are essential to successfully navigate this role.
As a Senior Industry Analyst, you will:
Develop, maintain, and streamline all PVO databases, conduct reviews of database elements and related shared information.
Manage the agency relationships with participating insurance companies, surety companies, or providers of other financial instruments.
Conduct studies and surveys and draft recommendations to the Commission to revise policies, standards, rules, and regulations.
Prepare justifications based on in-depth analyses of controversial and complicated issues with valid documentation, i.e., financial statements, and economic reports, regarding competitive conditions in the cruise industry.
Handle Freedom of Information Act (FOIA) requests for vessel and underwriter information.
Provide guidance to potential certificate applicants regarding compliance with the Commission's coverage requirements.
Qualifications
You must meet the following requirements by the closing date of this announcement:
Specialized Experience
You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service.
Specialized experience for this position includes researching and analyzing regulations to prepare assessments and evaluations of regulatory problems; reviewing and analyzing financial information, program statistics, and preparing recommendations; providing advice and/or guidance to management or senior leaders regarding projects and program improvements; and assisting with developing and evaluating proposed projects aligned with strategic goals and objectives.
The experience may have been gained in the public sector, private sector, or Volunteer Service. One year of experience refers to full-time work; part-time work is considered on a prorated basis.
