This job opportunity announcement (JOA) will be used to fill one (1) full-time and permanent Management Analyst (Medical Administration Process Improvement) vacancy at the Louisville, KY Veteran Affairs Medical Center, with Business Office Service.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
The Management Analyst functions as the Program Specialist (Medical Administration Process Improvement) for the BO, reporting directly to the Chief of the BO.
The Program Specialist (Medical Administration Process Improvement), GS-343-09 target 11 is located in the Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Veterans Integrated Services Network 9 (VISN 9), at the Robley Rex Department of Veterans Affairs Medical Center (VAMC) in Louisville, Kentucky, within the Business Office (BO).
This position is primarily responsible for the implementation of streamlined processes & procedures that will systematically improve processes both within the BO and associated processes throughout the VAMC, including Community Clinics, for which the BO has staff. Process improvement will be accomplished through implementation of a variety of system redesign tools and principles such as process improvement workshops and flow mapping, development and execution of training materials, courses, and standard operating procedures and standardization of workflows. Areas of improvement work will include but not limited to: the use of VistA, the use of VS GUI (formally known as VistA Scheduling Enhancement), appointment scheduling, Return to Clinic orders, VAR, consult management, encounter management reporting, clinic setup procedures, the Electronic Wait List (EWL) or related reports, insurance collection, eligibility and enrollment criteria/procedures, means testing, Ward Administration, Switchboard Operations, Beneficiary Travel, Veterans Transportation management, Decedent Affairs, Release of Information, medical record scanning, as well as new initiatives and pertinent directives and processes.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/11/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position, you must have served 52 weeks at the GS-07. For a GS-11 position, you must have served 52 weeks at the GS-09 grade level. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
In addition to the time in grade requirements listed above, the below education/experience qualification requirements must be met at the grade(s) in which you are applying.
To qualify for this position at the GS-09 level, you must meet one of the following:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-07) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
a. Knowledge in areas such as enrollment, eligibility, beneficiary travel, scheduling, and other areas of Business Office areas.
b. Skilled in oral and written communication to conduct training for employees at every level of the medical center.
c. Experience with successful compliance and/or auditing techniques, training & education activities, and use of performance measures to improve processes is desirable.
d. Knowledge in recommending more efficient and effective administrative and clinical processes/practices in caring for patients while meeting performance metrics and follow local, VISN, and national policies and directives.
e. General knowledge of education and training activities, administrative concepts, principles and practices, VA policies, regulations, and directives sufficient to perform independently the administrative and instructional duties and responsibilities in the Business Office.
f. Working expertise of all scheduling, registration, Pre-Registration, administrative data entry requirements, release of information, scanning, enrollment and eligibility, and the Beneficiary Travel program.
g. Thorough knowledge of VA data collection systems such as VSSC, Pyramid Analytics, PowerBI, and the VistA computer-systems.
h. Working knowledge of Microsoft Office programs, particularly Outlook, Word, Excel, and PowerPoint, for the purposes data analysis, training presentation development, communication, and audit completion.

To qualify for this position at the GS-11, you must meet one of the following:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-09) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
a. Knowledge of a wide range of qualitative and/or quantitative methods for assessment and improvement of program effectiveness. The nature of the incumbent's duties requires both a knowledge of service operations sufficient to explain relationships between section operations and the respective impact on medical center operations and knowledge in areas such as enrollment, eligibility, beneficiary travel, scheduling, and other areas of Business Office areas. This knowledge is crucial for the incumbent to effectively communicate relationships, design improved processes, design accurate training materials, and produce quality reviews and monitoring reports.
b. Demonstrate excellence in oral and written communication as well as the ability to conduct training for employees at every level of the medical center. Incumbent identifies needs, conceptualizes, develops, executes, and evaluates the effectiveness of training provided. A combination of formal and just-in-time team training is required in order to assist services, committees, and multidisciplinary teams.
c. Knowledgeable to VA programs/missions, the medical center operations and the environment in which it operates. Experience with successful compliance and/or auditing techniques, training & education activities, and use of performance measures to improve processes is desirable.
d. Knowledge to conduct of comprehensive management studies where the boundaries of the studies are broad and possibly difficult to determine in advance, knowledge in recommending more efficient and effective administrative and clinical processes/practices in caring for patients while meeting performance metrics and follow local, VISN, and national policies and directives, knowledge to conduct and the implementation of training materials in a variety of means both within and outside of the Business Office.
e. General knowledge of education and training activities, administrative concepts, principles and practices, VA policies, regulations, and directives sufficient to perform independently the administrative and instructional duties and responsibilities in the Business Office.
f. Working expertise of all scheduling, registration, Pre-Registration, administrative data entry requirements, release of information, scanning, enrollment and eligibility, and the Beneficiary Travel program. Satisfactorily performs all front-line duties of all programs for which training, monitoring, and auditing will be developed and conducted.
g. Sound knowledge base and be able to locate National, VISN, and local directives, policies, procedure guides, and standard operating procedures related to scheduling, administrative data entry requirements, enrollment, eligibility, release of information, and Beneficiary Travel Program as well as associated external program areas sufficient-to train staff and accurately complete monitors and audits.
h. Thorough knowledge of VA data collection systems such as VSSC, Pyramid Analytics, PowerBI, and the VistA computer-system in order to conduct probe reviews, process improvement, and train employees on standard operating procedures and processes.
i. Working knowledge of Microsoft Office programs, particularly Outlook, Word, Excel, and PowerPoint, for the purposes data analysis, training presentation development, communication, and audit completion.
j. Requires knowledge and the ability to utilize a variety of sources in order to investigate processes/procedures and validate results through the Corporate Data Warehouse, VISTA, VSSC, Pyramid Analytics, ARC, and/or PC based systems (i.e. Excel, Access). This knowledge is used to analyze processes, make recommendations, and develop projects/training designed to improve efficiency in operations across multiple services such as new patient processing, outpatient workflows, scheduling processes, decedent affairs processes, etc.

To qualify based on education for this grade level you must have a Master degree from an accredited college or university. The education must be related and must demonstrate the knowledge, skills, and abilities necessary to do the work (TRANSCRIPTS REQUIRED).

- Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond one year of graduate level education (TRANSCRIPTS REQUIRED).
To qualify for this position at the GS-11, based on your education, you must meet one of the following:
- Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have Ph. D. or equivalent doctoral degree from an accredited college or university. The education must be related and must demonstrate the knowledge, skills, and abilities necessary to do the work (TRANSCRIPTS REQUIRED).

- Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and graduate level education beyond the first two years (TRANSCRIPTS REQUIRED).

Physical Requirements: The work is generally sedentary; however, there will be some walking, standing, bending, and carrying of light items such as papers and books. The tasks may require long periods at a desk working on a personal computer or other piece of equipment.
