This position is in the Internal Revenue Service University (IRSU). The mission of the IRS
University is to equip the workforce with skills development and career advancement opportunities to meet identified business needs.
The following are the duties of this position at the full working level.
This position serves as an Academy Dean in the IRS University and directs the activities of the IRSU Tax Administration Academy (TAA). TAA leverages information and technology to provide training for IRS enforcement personnel, including innovative learning and development initiatives that advance career growth while optimizing organizational performance.
As Academy Dean, TAA you will:
Serve as principal advisor to the Chief Leaning Officer (CLO) on issues involving training programs and policy. Coordinate program activities with top-level IRS executives to prepare Servicewide policies, address cross-functional issues, develop strategies, and ensure consistency of approach.
Oversee the development and execution of innovative training initiatives to educate and prepare employees for mission critical occupations (MCOs) in a balanced measure approach focusing on business results and employee and customer satisfaction. Oversee the execution of projects that identify current workforce competency gaps in line with career mapping and implements learning and development activities that best prepare employees with core and specialty competencies to achieve the IRS mission and organizational goals.
Provide leadership and direction through subordinate senior and frontline managers. Delegate sufficient authority to subordinates to effectively manage resources and provide a supportive environment for creativity and innovation.
Partner with key business unit executives to identify, develop, launch, monitor, and review the effectiveness of TAA programs and take necessary corrective action.
Establish Academy objectives and methods, ensuring the business, mission, goals and objectives are met. Formulate short and long-range program policies, strategies, and objectives for TAA, as well as provide input to the development and monitoring of multi-year operational plans, to include balanced organizational and performance measures.
Qualifications
Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis.

You must meet the following requirements by the closing date of this announcement:
SPECIALIZED EXPERIENCE: IR-1 LEVEL: You must have 1 year of specialized experience equivalent to the next lower level payband or GS grade in the normal line of progression. Specialized experience would include one year of substantive supervisory or program management experience at the GS-13 or GS-14 level or equivalent level manager or comparable management or leadership experiences outside of Federal service. To be qualifying for this position your experience should be sufficient to demonstrate: Experience applying management techniques, methods, theories, principles, and labor relations concepts, sufficient to assure optimum utilization of personnel, equipment, and space, and to accomplish program objectives through combined technical and administrative oversight; Experience planning, directing, and evaluating work of subordinate managers, employees, and/or others; Experience applying appropriate operations, policies, applicable laws, regulations, rules, practices, procedures, and techniques sufficient to provide oversight and direction in the planning, development and implementation of the technical aspects of programs directly related and/or specific to the position being filled; Experience applying budget and fiscal methods used in establishing and maintaining an organization. Experience working on major programs segments, organizational structures and/or functional responsibilities specific to the position being filled.
