Duties
Serve as the Branch Chief of Planning and Project Management. This group provides two main service lines - Planning/NEPA and Project Management.
Plan work to be accomplished by subordinates; set and adjust priorities; prepare schedules for completion of work; assign work; evaluate performance; hire; effect disciplinary measures; and identify training.
Plan, coordinate, and oversee major initiatives or projects that may have Bureau/Department-wide implications. Advise the highest levels of BLM and DOI leadership, shaping their decisions and influencing the flow of information to them.
Plan, organize, and oversee efforts and projects that are aimed at achieving and improving the quality, effectiveness, and timeliness of program accomplishments.
Serve as a senior advisor to management and executive leadership on developing and implementing strategic initiatives and policy priorities in support of achieving the agency's program and objectives.

Qualifications

You must possess one (1) full year of specialized experience at or equivalent to the GS-13 level. Specialized experience is defined as, and must include all of the following:
Served as the focal point and primary expert in NEPA and multiple-use land management planning for a statewide organization.
Led the statewide program management/oversight for one or more BLM MLR (Management of Lands and Resources) programs.
Led others in performing, and also self-performed, management of NEPA and planning projects involving multi-million-dollar budgets, region-scale swathes of land of mixed Federal/State/Native or Indian ownership, complex Native/Indian issues, one or more support contractors, and intense public and political controversy.
Acted as the principal adviser to State and National-level BLM and DOI leadership (typically at the SES level and political appointees) on NEPA and planning issues and related decisions of state and national-level importance.
Supervised and mentored subordinate staff, controlling work assignments, performance evaluation, discipline, training, and related functions.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
You must meet all qualification requirements within 30 days of the closing date of the announcement.
Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level.
