The Policy & Capabilities Directorate ensures the IC is best postured for the threats and challenges of an uncertain future, through strategy, policy, and capabilities development. Comprised of 7 organizations, PC oversees IC Human Capital; Acquisition, Procurement & Facilities; Intelligence Advance Research Projects Activity; Science & Technology Group; Requirements, Cost & Effectiveness; Policy & Strategy; and Data and Partnership Interoperability.
Duties
The P&C workforce partners and collaborates with ODNI DCOs and across the IC to accomplish projects and activities within the following categories that encompass our directorate goals: workforce, data, technology, capabilities, and modernization. The senior advisor for P&C will have experience and expertise to perform the following major duties and responsibilities:
Collaborate with Deputy DNI, Associate Deputy DNI, and P&C leadership team to ensure strategic alignment with P&C mission, goals, and objectives.
Provide informed analysis and recommendations that ensure P&C strategic plans and priorities align with the strategic objectives of National Intelligence and National Defense strategies.
Oversee planning, management, and coordination of multiple substantive projects for the Deputy DNI and the Associate Deputy DNI by reviewing, researching, writing/editing, coordinating, and collaborating on time-sensitive information, correspondence, papers, policy, and briefing materials in response to taskings and action items from internal and external sources.
Oversee coordination with P&C organizations, ODNI DCOs, and the IC in planning, researching, writing, and editing talking points, correspondence, executive summaries, communications, presentations, activity reports, summaries, and briefing materials; building read-ahead materials and briefing books to prepare the Deputy DNI and Associate DNI for meetings with IC leaders and external stakeholders.
Lead collaborative efforts across P&C to develop quantitative and qualitative measures and metrics that reflect the value-added contributions of P&C to the DNI's and organizational priorities.
Exercise technical leadership over a team of administrative personnel responsible for planning and managing highly complex administrative support functions.
Provide insight to effectively respond to Congressionally Directed Actions and partner with Legislative Affairs to develop a directorate-wide legislative strategy and support congressional engagements.
Strengthen partnerships with ODNI DCOs to ensure early awareness and identification of cross-cutting issues to address challenges critical to IC and whole-of-government response options involving IC capabilities.
