This position is located within the Surveillance Military Environmental Exposure, Health Outcomes Military Exposures at the Department of Veterans Affairs, Washington, DC, responsible for providing assistance to the program activities that include conducting epidemiologic research and health surveillance of Veterans, primarily those who have served in combat deployments or who use VA medical facilities; and creating and maintaining unique databases to support research on Veterans' health issues.

Duties

THE EMPLOYEE MAY WORK AT A VA FACILITY OR OTHER VA-LEASED SPACE OTHER THAN THE FACILITY THAT IS HIRING THE EMPLOYEE*** Designs, oversees, implements and/or participates in scientific studies, surveys, investigations, or projects, to develop information in areas as cause and methods of disease prevention, control, and treatment; Identifies and analyzes public health issues and their impact on public policies or scientific studies/surveys; Consults on, monitors, and measures the outcome of assigned programs through studies; Serves as a recognized authority or consultant for scientific programs, studies or issues which are considered most difficult, complex nature in terms of their scientific or technical implications; Develops and coordinates the sharing of health related educational or informational materials; Administers screening, advisory and approval processes for the organization's health science research program; Develops and coordinates implementation of research method and design standards, criteria and guidelines for the scientific and technical activities of the organization; Develops policies procedures and criteria for administration of the organization's health science research program; Performs contract management to include preparing procurement request rationale documents, monitors cost, management and overall technical performance of the contract; Manages long-term, significantly complex, public health related contracts; Performs other related duties as assigned. All applicants must meet the Basic Education Requirement: Possess a bachelor's degree (or higher) from an accredited college or university in a major study in an academic field related to the medical field, health sciences or allied sciences appropriate to the work of this Health Science Specialist - Epidemiologic Research position? This degree must be from an educational program from an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained. NOTE: Transcripts must be submitted with your application to receive consideration. Education cannot be credited without documentation. ~AND~ In addition to meeting the Basic Requirement, all applicants meet the following minimum qualifications: Specialized Experience: At least one (1) full year of specialized experience that equipped me with the particular knowledge, skills, and abilities to successfully perform the duties of this Health Science Specialist - Epidemiologic Research position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to the next lower grade level (GS-12) in the Federal service. Specialized experience includes: analyzing, evaluating, and providing advice and consultation regarding research clinical trials and/or clinical research programs; participating in scientific studies, surveys, investigations or projects; develops clinical research policies and procedures; and conducting research-related data analysis utilizing large data sets/real world data; applying research and health care knowledge to develop new and creative methods, approaches, or procedures in research projects or clinical studies. NOTE: Applicants wishing to receive credit for such experience must clearly indicate the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. You will be rated on the following Competencies as part of the assessment questionnaire for this position: CommunicationProject ManagementResearch IMPORTANT: A full year of work is considered to be 35-40 hours of work per week. All experience listed on your resume must include the month and year start/end dates. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: Typically, the employee sits comfortably in a work area that is adequately lighted, heated and ventilated, however, there may be some periods of walking, standing, bending, carrying of light items, such as papers and books.
