You will serve as a Quality Assurance Manager in the Environmental Restoration Product Line of NAVAL FACILITIES ENG SYSTEMS COMMAND PAC.
This position can be filled as an Environmental Engineer, GS-819-13; Physical Scientist, GS- 1301-13, Geologist, GS-1350-13, or Chemist, GS-1320-13
Duties
You will serve as NAVFAC PAC' s Environmental Restoration (ER) Quality Assurance Manager (QAM) performing duties pertaining to quality system support for ER activities within the NAVFAC PACs AOR.
You will manage the day-to-day implementation of the quality system.
You will act as liaison between various entities on matters of quality assurance (QA) policy.
You will coordinate with senior management on the development of and preparation of the Quality Management Plan (QMP).
You will maintain records of pertinent quality system activities performed by the ER Program.
You will review procurement documents for QA requirements.

- If selected as an Engineer, registration as Professional Engineer is required. If selected as a Geologist, registration as a Professional Geologist (RG) is required. An American Society for Quality (ASQ) certification as a quality manager is desired.
Qualifications
Selective Placement Factor (SPF): If applying for this position as an Environmental Engineer (0819) or Geologist (1350), you must have a current registration as a Professional Engineer (PE) or Geologist (RG) from any state, the District of Columbia, Guam or Puerto Rico. Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Implementing quality assurance (QA) policies and developing/preparing a Quality Management Plan (QMP); 2) Understanding QA requirements to support reviews of procurement documents, sampling and analysis plans (SAPs) and conducts/leads quality system audits; 3) Coordinating with the Defense Environmental Restoration Program (DERP), the Environmental Restoration, Navy (ERN), Base Realignment and Closure (BRAC) Programs, and the Munitions Response Program; 4) Supporting the Range Sustainment Program needs in understanding munitions clearance and investigations, and fulfilling Naval Ordnance Safety and Security Activity (NOSSA) requirements such as Explosive Safety Submissions (ESS); and 5) Preparing a statement of work (SOW) and independent government estimate (IGE) for environmental and munitions clearance work.

Degree: geology, plus 20 additional semester hours in any combination of mathematics, physics, chemistry, biological science, structural, chemical, civil, mining or petroleum engineering, computer science, planetary geology, comparative planetology, geophysics, meteorology, hydrology, oceanography, physical geography, marine geology, and cartography.

Combination of education and experience -- course work as shown in A above, plus appropriate experience or additional education.
Evaluation of Experience: Acceptable experience may have been gained through geological field or laboratory work that provided a means of obtaining professional knowledge of the theory and application of the principles of geology and closely related sciences, e.g., geophysics, geochemistry, or hydrology. Such work generally must have involved making close observations, taking samples, handling various types of instruments and equipment, assembling geologic data from source materials, and analyzing and reporting findings orally and in writing. Experience that involved only one phase of geology work, e.g., collecting samples, would not be acceptable as providing the required professional knowledge of the theory and principles of geology. In some situations, professional scientific experience in other fields may be accepted in part as professional geological experience. Such experience must have been preceded by appropriate education in geology or by professional geological experience, and must have contributed directly and significantly to the applicant's professional geological competence. Examples include some positions in geophysics, mining engineering, soils science, physical oceanography, hydrology, climatology, biology, analytic or experimental chemistry, metallurgy, and comparable fields where the normal duties or results of investigations have been extended to the solution of geologic problems by the applicant. Ordinary functions of positions such as seismic, computer, petroleum or mining engineer, mine superintendent, or metallurgist generally are not considered professional geological experience. To receive credit for geological experience obtained in positions that are not full-time professional geological positions, the applicant is responsible for indicating clearly the actual time or percentage of time devoted to geologic duties within such positions, and for giving adequate descriptions of the geologic functions.

For the GS-0819, Professional Environmental Engineering Series:
Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.
OR
Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
For the GS-1301, Professional Physical Science Series:
Successfully completed a bachelor's degree or higher in physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.

I have a combination of education and experience with education equivalent to one of the majors shown above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.
For the GS-1320, Professional Chemist Series:
A degree: physical sciences, life sciences, or engineering that included 30 semester hours in chemistry, supplemented by course work in mathematics through differential and integral calculus, and at least 6 semester hours of physics.
ORCombination of education and experience -- course work equivalent to a major as shown in A above, including at least 30 semester hours in chemistry, supplemented by mathematics through differential and integral calculus, and at least 6 semester hours of physics, plus appropriate experience or additional education.
