This vacancy is for a Supervisory Human Resources Specialist (Benefits) in the Office of the Secretary, Office of Human Resources Management (OHRM), Talent Management Office (TMO) within the Department of Commerce.
Duties
As a Supervisory Human Resources Specialist (Benefits), you will perform the following duties:
Provide leadership on all matters related to employee benefits processing procedures and practices within the Talent Management Office (TMO). Serving as the technical authority for developing and disseminating procedural guidance to appropriate offices.
Provides program leadership for the formulation, establishment, and coordination of a retirement and employee benefits program; and develops interpretive material, and recommended courses of action, as a result of new legislation or major court, administrative, or top management decisions.
Coordinates the application and implementation of new guidance and assures general consistency in interpretation.
Coordinates and collaborates with DOC Headquarters HR Office, Bureau Liaisons Offices, and OPM on benefits and retirement functions.

Qualifications
Qualification requirements in the vacancy announcements are based on the U.S. Office of Personnel Management (OPM) Qualification Standards Handbook, which contains federal qualification standards. Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.
This position is being filled under the DOC Alternative Personnel System (CAPS). The system replaced the Federal GS pay plan structure. Under CAPS, positions are classified by career, pay plan, and pay band.
The ZA-4 is equivalent to the GS-13/14 grade levels.
To qualify at the ZA-4:
SPECIALIZED EXPERIENCE: You must possess one full year (52 weeks) of specialized experience equivalent to the GS-12 (or equivalent pay band) level in the Federal service. Specialized experience is defined as:
Providing oversight and operational administration of employee benefits and retirement to include the processing of all related personnel/payroll actions;
Conducting retirement counseling and estimates;
Resolving complex benefit/retirement issues, providing analytical problem-solving skills to determine corrective action on all benefit and retirement-related matters; and
Provide recommendations, consultation, and technical advice to customers.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
