This position is in the Beneficiary Travel Unit of the Minneapolis VAHCS. Primary responsibilities entail the operation and management of Veteran Transportation Service (VTS) for this medical center and community-based outpatient clinics (CBOCs)/Community Resource and Referral Center (CRRC) to improve veterans' access to health care.
Duties
Major duties include:
Coordinates multiple transportation service options with the needs of individual veterans residing throughout the MVAHCS catchment area or other VISN facilities to and from the MVAHCS or other health care entity providing care under VA auspices
Schedules drivers to include paid VA staff and non-paid VA volunteer drivers, ensuring all drivers have completed driver verification, medical evaluation, and driver training in accordance with VA Patient Transportation Program directives
Audits VA paid special mode transportation payments
Monitors compliance of special mode vendors with contract requirements, proper reporting of accidents or injury and patient safety
Participates in VTS program development, evaluation and analysis, making recommendations as guidelines and policies are developed and refined
Develops educational programs and provides training in compliance with VA Patient Transportation Program directives, and on a variety of mobility related topics for team members and volunteers s/he supervises
Ensures drivers and shuttles are being used effectively, efficiently, and according to program guidelines; maintains appropriate records, analyzes data, and prepares statistical reports for the beneficiary travel supervisor, VTS board of directors, and VISN/national offices
Participates in veterans' transportation network and regional coordination councils, establishes, and maintains effective relationships with community members, veteran and civic organizations
Work Schedule: Monday-Friday, 7:30 a.m. - 4:00 p.m. (work hours may be further discussed during the interview)

Qualifications

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include: arrange all aspects of transportation for veterans by scheduling pick-up, delivery and return times, communicating transport information to veterans and maintaining contact with drivers to resolve potential problems; apply laws, regulations, policies and precedents which pertain to the program; gather, input and analyze data using a variety of databases to generate reports based on the data; coordinate with different staff, departments and agencies to assist the customer; and utilize various computer applications such as Microsoft office. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed two (2) years of progressively higher-level graduate education or masters or equivalent graduate degree or LL.B. or J.D., in a related field of the position to be filled. Education at the graduate level must have been obtained in an accredited college or university and must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an equivalent combination of successfully completed education and specialized experience directly related to the work of the position as outlined above that meets the requirements of the position. Only education in excess of the first year (18 semester hours) may be used to qualify applicants for the GS-09 level.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: You will be asked to participate in a pre-employment examination or evaluation as part of the pre-employment process for this position. Questions about physical demands or environmental factors may be addressed at the time of evaluation or examination. Work is generally sedentary with some walking, standing, lifting, bending. However, the work is quite stressful due to the intense and varied nature of the work.
Work Environment: Work is performed in a communal office setting which is adequately lighted and climate controlled. Incumbent is exposed to patients wide a wide variety of medical problems including psychiatric or substance abuse patients and communicable diseases. Safety precautions are sometimes necessary.
