This position is located at the Minneapolis VA Health Care System in the Business Office service line. The Business Manager functions as the Chief of the service line and therefore provides leadership in the following departments: Benefits, Health Information Management System (HIMS), Eligibility and enrollment, Veteran Transportation Services, Revenue Generation, and Medical Care Administration.
Duties
Major duties include:
The Business Manager must synthesize information and guidance from a variety of sources including the Health Eligibility Center, National Non VA Medical Care Program, National Chief Business Office, Office of Health Information Management, as well the VISN Community Based Outpatient Clinics to ensure compliance with program requirements and inform Medical Center leadership
Applies VHA funding allocation systems including Veterans Equitable Resource Allocation (VERA), Medical Care Cost Recovery and Sharing agreements
Collaborates with other departments in relation to clinical, financial, planning and other administrative operations in the Medical Center and VISN and work collaboratively with leadership from those programs
Develops strong relationships with the Veteran Service Organizations, Department of Defense, and Community Providers to support and accelerate Veteran access to benefits, healthcare and services
Identifies requirements for funding, staffing, space, privacy, and technology to support the programs and delivery of services to Veterans across disparate programs and geographical locations
Provides oversight and guidance, program management and leadership to the business operations in their medical center
Oversees and manage strategic planning, auditing and compliance activities to enhance the mission of the departments under their supervision
Directs the utilization of Business Office financial and staff resources and designs strategies to manage and integrate functions to improve and maximize efficiencies
Provides leadership in the following departments: Benefits, Health Information Management Systems (HIMS), Revenue Generation and Non-VA Care Medical Care Administration
Supports fiscal operations in meeting their performance goals where applicable including avoiding delinquent obligations and interest payments due to untimely processing of payments
Work Schedule: Monday-Friday, 7:30 a.m. - 4:00 p.m. (work hours may be further discussed during the interview)
Telework - Ad Hoc: Ad Hoc telework occurs on an occasional, non-routine basis- for example, inclement weather or telework that occurs to complete short-term special assignments or to accommodate special circumstances even though the telework arrangement may occur continuously for a limited and specific period of time. VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity and better prepare the agency to operate during emergencies. This position may be authorized for telework. Telework eligibility will be discussed during the interview process.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-14 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include: utilize various software programs and computer applications to analyze data, generate reports and create presentations and documents; manage and obligate funds for program requirements and services; create and implement administration policies, regulations and health care industry rules and practices; and provide supervisory duties such as evaluating work performance, counseling employees, resolving complaints, providing training needs and staff development.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: You will be asked to participate in a pre-employment examination or evaluation as part of the pre-employment process for this position. Work is performed in an office or similar setting involving everyday risks or discomforts which require normal safety precautions. Travel at least one time per month for meetings, conferences or site visits should be expected. Travel may be by airplane, automobile or other available modes of travel.
Work Environment: The employee can expect to spend four or more hours per day may at a computer workstation;work involves prolonged periods reading/working on a computer screen, and. using a keyboardand mouse. The work area is adequately lighted, heated and ventilated.
