This position is in the Bureau of Land Management, California State Office, Division of Natural Resources. The duty location will be one of the following field offices: Redding, CA; Ukiah, CA; Barstow, CA; Palm Springs, CA; El Centro, CA

Duties
Schedules inspection visits around adoptee availability and travels long distances to inspect multiple locations, which require significant driving Class A or B trucks and towing horse trailers.
Ensures safe handling practices are followed while working with animals inside a facility, loading and unloading, and during all elements of transportation.
Identifies animal health issues and directs adoptees in compliance with all animal health, welfare, and safety standards. Provides direction in proper nutrition, health, and overall care.
Develops goals, objectives, strategies, and solutions to reconcile or resolve complex issues, conditions, and problems related to wild horse and burro programs.
Prepares reports and summaries regarding program compliance, progress, animal welfare, facility management data, placement statistics, outreach, etc.
Collects and analyzes data to inform management decisions, reporting requirements, and to evaluate program effectiveness.
Presents facts to the public on all aspects of the Wild Horse and Burro Program from policy documents in a professional manner with clear verbal and written messaging.
Collaborates with local communities, schools, advocacy groups, government agencies, stakeholders, and other organizations to educate the public about wild horse and burro management.
Requirements

- Incumbent must possess and maintain a valid State Driver’s License in order to operate a variety of vehicles including light and heavy duty pick up trucks with flatbeds and trailers used to transport supplies, animals, and equipment.

Qualifications

You must possess one (1) full year of specialized experience at or equivalent to the next lower grade level that is equivalent in difficulty and complexity as indicated by the following examples:
To qualify for the GS-09 you must have at least one year of specialized experience equivalent to the GS-07. Examples of specialized experience may include: Working with wild horses in an off-range capacity (or equivalent). Experience that demonstrates knowledge of equine husbandry practices, wild horse and burro habits, behavior, and health and welfare. Reviewing and evaluating private care and maintenance agreements. Conducting compliance inspections for wild horses and burros in private care, entering program data into databases, working private placement events or other events. Experience transporting large animals using trucks and trailers and repossessing animals. Assisting in training horses, working with volunteers, and conducting outreach. Gathering, documenting, organizing, and analyzing information. OR A Masters or equivalent graduate degree related to the position OR successful completion of 2 full years of progressively higher level graduate education leading to such a degree. OR A combination of experience and graduate education. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify.
To qualify for the GS-11 you must have at least one year of specialized experience equivalent to the GS-09. Examples of specialized experience may include: Working with wild horses in an off-range capacity (or equivalent). Experience caring for/training horses/starting untrained horses or managing livestock operations/facilities. Recognizing animals that are sick and identifying diseases associated with wild horses and burros and common treatments. Working with volunteers, conducting outreach, and/or presenting facts to the public relating to Wild Horse and Burro programs. Managing program data to track workload and accomplishments. Reviewing and approving private care and maintenance agreements. Conducting compliance inspections for wild horses and burros in private care and entering program data into databases. Leading or working private placement events or other large events. Experience transporting large animals using trucks and trailers and repossessing animals. Gathering, documenting, organizing, and analyzing information. OR A Ph.D. or equivalent doctoral degree related to the position OR successful completion of 3 full years of progressively higher level graduate education leading to such a degree. OR A combination of experience and graduate education. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. Physical Demands: Duties may require long periods of standing, walking, bending, crouching, stooping, reaching, or similar activities. Duties may involve lifting heavy items such as equipment, corral panels, animal feed, and supplies. Travel is required using various modes of transportation. Incumbent will be required to drive various types of vehicles (cars, SUVs, light-heavy trucks with trailers of various sizes. May be required to operation other heavy equipment such as loaders, fork lifts, skid steer tractors, etc.
Work Environment: Position includes a variety of office and field work. Field sites may include holding facilities, off-range corrals and pastures, arena, stockyards, fairgrounds, or other venues. Field visits involve a variety of topographic and climatic conditions. Office work is completed in an adequately lighted, heated, and ventilated office building.
