About the Position: Serve as a lead construction representative with overall responsibility for maintaining long-term and day-to-day surveillance over the full range of office and field activities associated with contract consturction activities for a large number of projects.
Duties
Lead surveillance, on a day-to-day basis, over the full range of field engineering activities associated with specific phases of a major military construction project.
Review plans and specifications for proposed projects to determine practicability from a construction viewpoint and whether physical obstruction or other construction difficulties have been anticipated.
Review specifications for clearing of land, excavation, building of access roads, materials testing requirements, storage or stockpiling of materials etc.
Review contractor's proposed working schedules for logic, adequacy, and to determine if proposed construction schedules will be achievable.
Review contractor's payment estimate submittals, progress measurement data, and reports of materials and equipment used.
Ensure adherence to safety regulations in day-to-day construction activities.
Ensure daily report of activities are completed which includes instruction to contractor representative, quantities of pay items placed, weather conditions, progress of construction, reasons for delay and any unusual problems encountered.
Provide expertise and guidance concerning safety and quality assurance to all sections and personnel under the purview of the area office.

- This position has a Temporary Duty (TDY) or business travel requirement up to 25% for official duties/training.

Specialized Experience: One year of specialized experience which includes surveillance, monitoring and controlling construction of buildings of all types to ensure compliance with contract documents and to ensure proper construction materials and techniques; reviewing construction technical data for progress reports, preparing data for processing of pay estimates for construction projects; enforcing construction industry and safety standards on construction projects; and assigning work and tasks to others on a team. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
