About the Position: Serves as a Construction Control Inspector responsible for assisting the Project Engineer in the direction and coordination of field inspection and administration functions associated with construction work performed by contracted or hired labor in the geographical area of the area office. Incumbent plans and coordinates A-E contracts for surveying and construction inspection services as required.

Duties

Reviews project plans and specifications prior to advertisement for constructability and prepares recommendations for improved design and materials. Reviews and interprets the Federal Acquisition Regulation (FAR), Army regulations and District policy on construction management matters, and, recommends adjustments to the field operations SOPs. Attends preconstruction conferences to discuss principal construction features, methods, and equipment, which will be employed, and the general, special, technical, safety, and labor relations requirements of contracts. Informs contractors of requirements concerning construction scheduling, quality control progress reporting, safety measures, wage and hour law observance, labor relations, and payroll records. Observes and investigates various stages of construction schedules or methods based on changes in field conditions that will result in cost savings in materials, equipment, or labor. Serves as Collateral Duty Safety Officer. Uses knowledge of EM 385-1-1, Safety and Health Requirements Manual to conduct risk analysis on jobsite conditions for potential hazards and accidents. Reviews the work of lower graded Construction Representatives for accuracy and effectiveness, mentoring when deficient, and coordinating those efforts with immediate supervisor. Investigates need for contract change orders in view of conditions at the worksite. Reviews inspection and progress reports and pay estimates for acceptability and to detect evidence of deficiencies in construction operations and inspection activities. Monitors and coordinates the inspection and surveying by contract personnel performed within the geographical area of the area office. Observes progress, quality of inspection, survey data, adherence to plans and specifications, and assures the adequacy of inspection and surveys and overall results. Assists with the quality assurance representative or project engineer to coordinate, monitor, and control all construction inspection activities pertaining to contractor operations at the work-site.
