The position is located in the Regional Offices Region Nine National Preparedness Division Preparedness & Analysis Branch, Oakland, California. The ideal candidate for this position will possess a wide range of data analytics skills including technical, analytical, and communication skills that can support the FEMA R9 Data Analytics Branch in its effort to develop, design, and implement innovate data strategies and solutions within FEMA Region 9.

Qualifications

The qualification requirements listed below must be met by the closing date of this announcement. Current Federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the Federal service. The time-in-grade and qualification requirements must be met within 30 days of the closing date of this announcement. To qualify for this position at the GS-11 level, you must possess one full year of specialized experience equivalent to at least the GS-12 level in the Federal government, which has equipped you with the skills needed to successfully perform the duties of the position. Experience may be obtained in the federal government, a state or local government, or private sector, and must demonstrate the following: Conducting quantitative and qualitative analysis studies and reporting findings to senior data analytics staff; OR Performing analysis, data visualization, or other related data analytics task using Microsoft Excel, Microsoft Power Platform, Tableau, Python, R, ArcGIS, or other related database or analytical software; OR Supporting the development of tools, apps, workflows, or other analytical products that support data management initiatives, increase program efficiencies, or staff productivity. OR Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related. OR Combination of education and experience. To qualify for this position at the GS-12 level, you must possess one full year of specialized experience equivalent to at least the GS-11 level in the Federal government, which has equipped you with the skills needed to successfully perform the duties of the position. Experience may be obtained in the federal government, a state or local government, or private sector, and must demonstrate the following: Conducting quantitative and qualitative analysis studies and reports findings to management; OR Performing multifaceted analysis, data visualization, automation, or other related data analytics task using Microsoft Excel, Microsoft Power Platform, Tableau, Python, R, ArcGIS, or other related database or analytical software; OR Building tools, apps, workflows, or other analytical products that support data management initiatives, increase program efficiencies, or staff productivity. At the GS-11 Level:

For example, specific courses accepted for college-level credit by an accredited U.S. college or university, or foreign education evaluated by an organization recognized for accreditation by the Department of Education as education equivalent to that gained in an accredited U.S. college or university.
