You will serve as an Environmental Protection Specialist in the Environmental Division of PORTSMOUTH NAVAL SHIPYARD.

Duties

You will conduct inspections, inventories, record keeping, environmental reporting and deficiency identification and tracking. You will monitor shipyard operations to achieve and maintain environmental compliance with federal and state environmental laws, regulations and statutes. You will prepare reports of deficiencies making recommended corrective actions to management. You will serve as an onsite spill investigator for oil and hazardous substance/waste spills and act as a chairperson at spill critiques. You will participate in annual self-evaluation of shipyard compliance to environmental regulations, laws, and statutes.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will perform in both office, waterfront and shop areas and may be exposed to extreme temperatures, dust, dirt, and poor ventilation work environments.

Qualifications

For GS-0028-11 Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience applying environmental compliance and hazardous waste/material concepts, principles and practices concerning issues within the shipyard and tenant activities. - Experience in applying local work methods and procedures relative to harbor spills, containment, recovery and disposal for oil and hazardous wastes. Experience conducting dry-dock inspections in industrial work and Hazardous Waste Accumulation (HWAAs) areas. Experience partnering with engineers and other specialists in developing, implementing and documenting changes to shipyard procedures and practices to effect compliance with environmental laws, regulations. GS-0028-09 Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience applying knowledge of concepts, principles, and practices of environmental compliance and hazardous material issues. Experience interpreting and comprehending a variety of technical publications, laws, regulations, and policy statements. Experience applying basic knowledge of various laws and regulations affecting management of hazardous material/hazardous waste and other environmental issues. Experience applying analytical abilities to develop conclusions and recommendations regarding environmental affairs. Experience demonstrating a basic knowledge of work methods and procedures relative to harbor spills, containment, recovery, and disposal for oil and hazardous wastes. Successful completion of a Ph.D. or equivalent doctoral degree
OR
Successful completion of 3 full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree
OR
