You will serve as an Environmental Protection Specialist; Environmental Division; Occupational Safety, Health & Environmental Office; Portsmouth Naval Shipyard, Kittery, Maine. Vacancies filled from this announcement may be filled at any grade level listed. Duties

You will monitor Shipyard operations to achieve and maintain environmental compliance with federal and state environmental laws, regulations and statutes, and agency and local instructions. You will assist with implementation/maintenance of environmental programs, i.e., spill response, drinking water, Spill Prevention, Control, and Countermeasure (SPCC), pest control, solid waste, fuel oil management and environmental training. You will provide interpretation and enforcement of environmental laws, regulations and Shipyard instructions and monitor operations to ensure the Shipyard is in environmental compliance. You will conduct investigations of environmental conditions at dry-docks, industrial work areas and Hazardous Waste Accumulation areas (HWAAs), develop reports on the sources and causes of problems, and recommend appropriate corrective actions. You will serve as an on-site spill investigator for oil and hazardous substance/waste spills.

  • Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • Selectee may be required to successfully complete a probationary period.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Work is performed in areas where potentially harmful physical and chemical agents are present (e.g. fumes, dust, heat, ionizing and non-ionizing radiation and chemicals). You will be required to participate in medical surveillance programs.
  • Selectee may be required to obtain a government purchase card, complete ethics orientation within 3 months of appointment, and submit OGE Form 450, Confidential Financial Disclosure Report within 30 days of appointment; annual submission is required.
  • This is a bargaining unit position.
  • Occasional overtime may be required.

Qualifications

SPECIALIZED EXPERIENCE: In order to qualify for this position, your resume must provide sufficient experience and/or education, knowledge, skills, and abilities, to perform the duties of the specific position for which you are being considered. Your resume is the key means we have for evaluating your skills, knowledge, and abilities, as they relate to this position. Therefore, we encourage you to be clear and specific when describing your experience. Your resume must demonstrate at least one year (52 weeks) of specialized experience at or equivalent to the next lower grade level or pay band in the federal service or equivalent experience in the private or public sector. Specialized experience is defined as experience that is typically in or related to the work of the position to be filled and has equipped you with the particular knowledge, skills, and abilities, to successfully perform the duties of the position. Specialized experience must demonstrate the following: FOR GS-09 (one year of specialized experience equivalent to GS-07): Experience with the concepts, principles and practices of environmental compliance and hazardous waste/hazardous material issues found at the Shipyard and tenant activities. Experience assisting with studies and investigations to identify and resolve problems affecting compliance with environmental laws, regulations and statutes. Experience developing reports on the sources and causes of environmental problems and recommending appropriate corrective actions. FOR GS-11 (one year of specialized experience equivalent to GS-09): Experience with the concepts, principles and practices of environmental compliance and hazardous waste/hazardous material issues found at the Shipyard and tenant activities. Experience with federal, state, Department of Navy, and local authority laws and regulations affecting management of hazardous material/hazardous waste and other environmental issues. Experience conducting studies and investigations to identify and resolve problems affecting compliance with environmental laws, regulations and statutes. Experience developing reports on the sources and causes of environmental problems and recommending appropriate corrective actions. Education

SUBSTITUTION OF EDUCATION FOR EXPERIENCE: Applicants may substitute the following education for the required experience, provided it demonstrates the knowledge, skills and abilities necessary to do the work of the position:

GS-09: master's or equivalent graduate degree; or 2 full years of progressively higher level graduate education leading to such a degree; or LL.B. or J.D., if related.

GS-11: Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher level graduate education leading to such a degree; or LL.M., if related.

COMBINATION OF EDUCATION AND EXPERIENCE: Equivalent combinations of education and experience may be used to meet the total qualification requirements.
