This vacancy is for a HR Specialist (ER/LR) in the Office of the Secretary within the Department of Commerce.
Duties
As a HR Specialist (ER/LR), you will perform the following duties:
Manage major management functions, including concepts, laws, and public policy issues.
Assess the political and institutional environment; analyze and relate complex variables to a specific policy issue and frame feasible options.
Research, recommend, and implement policies that lead directly to the accomplishment of major programs.
Serve as a technical advisor on all aspects of labor relations and prepare and provide required correspondence/information/documentation for case preparation involving third-party review.
Provide expert advice and counseling regarding complex conduct and discipline issues; grievances and appeals; adverse actions; performance management; leave administration; reasonable accommodation; labor relations; merit system principles and prohibited personnel practices.
Prepares disciplinary and adverse actions, performance-based actions, and other management-initiated non-disciplinary actions.
Conducts investigations into employee allegations of misconduct and harassment.

Qualifications

Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
This position is being filled under the DOC Alternative Personnel System (CAPS). The system replaced the Federal GS pay plan structure. Under CAPS, positions are classified by career, pay plan, and pay band. Non-supervisory positions cap out at interval 3 of the band.
The ZA-4 is equivalent to the GS-13/14 grade levels.
To qualify at the ZA-4 level:
SPECIALIZED EXPERIENCE: You must possess one full year (52 weeks) of specialized experience equivalent to the GS-12 (or equivalent pay band) level in the Federal service. Specialized experience is defined as:
Serving as the policy and planning authority and/or advisor concerning human resource management products, and services directly related to employee and labor relations;
Investigating and resolving conflicts utilizing negotiation techniques; and
Providing advice and assistance to employees and managers on labor and employee relations laws, regulations, policies, and principles related to conduct, performance, attendance, and dispute resolution.
