About the Position: This position is within the Directorate of Public Works Environmental Division.
Duties
Conduct briefings and prepare material for presentation on environmental policies, environmental impacts, and environmental compliance.
Review and interpret policy directives or program materials issued by higher headquarters and regulatory agencies.
Implement and maintain the Lead Based Paint (LBP) and Asbestos Containing Materials (ACM) environmental compliance, protection, and sustainment programs.
Participate in complex projects or studies and independently conducts studies of moderate complexity.
Recommend appropriate action to correct deficiencies in compliance.
Review and monitor installation activities, as assigned, to ensure compliance with applicable Federal, State, and Local laws, regulations, and ordinances.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires an extensive background check to obtain and maintain a Secret security clearance.
- This position requires temporary duty travel from the duty station up to 15 percent of the time.
- This position requires the incumbent to possess and maintain a valid motor vehicle operator's license.
- This position requires the incumbent to obtain and maintain any installation and/or Department of Defense (DOD) license required to Operate light motor vehicles to and from work sites.
- This position requires the completion of a pre-employment Physical Examination and an annual examination thereafter to ensure the continued, required level of physical health and ability or fitness to perform the duties of the position
- This position requires the incumbent to wear appropriate protective clothing and equipment such as mask and filter, i.e., (Respirator).
- The incumbent must obtain and maintain the following certifications within 6 months of entry into the position based on class availability: EPA Asbestos Building Inspector and Management Planner and EPA Asbestos Contractor/Supervisor.
- The incumbent must obtain and maintain the following certifications within 6 months of entry into the position based on class availability: Georgia EPD-approved Lead and Inspector/Risk Assessment course.
- The incumbent must obtain and maintain the following certifications within 6 months of entry into the position based on class availability: 49 CFR Hazardous Waste Manifesting and EPA Method 9 visible emissions monitoring (Opacity).

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience which includes experience in planning, coordinating, and executing environmental projects or studies. Experience in participating in studies to investigate environmental conditions. Experience assisting in an environmental program for the development, analysis, and management of environmental information/data. Experience administering environmental law as an agency expert. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).

Education: Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: any major field of study.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
