This position is being recruited under 10 USC 1599f into the Cyber Excepted Service and does NOT convey eligibility to be converted to the Competitive Service. It has been identified as a position necessary to carry out and support the mission of the US Cyber Command.
This position is in the Professional Work Category. Work Level for GG-12 is considered developmental, GG-13 is considered senior level within the CES Occupational Structure. It is located in the DISA JITC.
Duties
Designs, plans, coordinates, and executes the test and evaluations of communication systems, radio/waveform, or Command and Control (C2) systems.
Review program architectures products, such as Department of Defense Architecture Framework (DoDAF), and requirement documents to identify test metrics and develop an analysis framework in support of system evaluations.
Develop and manage Test and Evaluation project budgets, schedules, and resources.
Performs contracting officer representative (COR) duties. (If selected for this position, COR training must be complete within 90 days of entering position.) Manages Test and Evaluation contracts, contract funding, and COR certification.
Coordinate and collaborate with both internal and external stakeholders on test resources, requirements, and results.

- This national security position, which may require access to classified information, requires a favorable suitability review and security clearance as a condition of employment. Failure to maintain security eligibility may result in termination.
- Individuals tentatively selected for drug testing designated positions at the Defense Information Systems Agency will be required to submit to urinalysis for illegal drugs prior to appointment or placement.
- This is a covered position, and the person selected for this position must complete an OGE Form 450, Confidential Financial Disclosure Report within 30 days of appointment pursuant to 5 CFR 2634.903(b) (DoD 5500.7).
- A three-year trial period may be required if you have not previously completed a trial or probationary period in the excepted or competitive service.
- Incumbent is required to complete the Contracting Officer Representative mandatory training within 90 days upon entering the position and maintain proficiency annually thereafter.
- The incumbent must obtain Acquisition certification in the Test and Evaluation Functional Area at the Foundational Functional Tier 1 within 36 months of entry into this position, in accordance with DoD Instruction 5000.66.
- This position is covered under DoD Manual 8140 which will be subject to future Cyber Workforce requirements as defined by the Manual.
Qualifications
In order to qualify for this position, you must meet the requirements described below.
Basic Requirements:
Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate.
For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled.

Qualifying Experience:
To qualify at the GG-12, your resume must describe at least one year of experience that demonstrates the competencies necessary for immediate success in the position. Experience refers to any paid or unpaid experience, including volunteer work and Military service, that would be considered equivalent to work normally performed at the next lower grade level in the federal service. For this position, qualifying experience is defined as: Previous experience in providing Test and Evaluation (T&E) of IT systems.
To qualify at the GG-13, your resume must describe at least one year of experience that demonstrates the competencies necessary for immediate success in the position. Experience refers to any paid or unpaid experience, including volunteer work and Military service, that would be considered equivalent to work normally performed at the next lower grade level in the federal service. For this position, qualifying experience is defined as: Experience in Test and Evaluation (T&E) of IT communication systems, system architectures, and support of systems evaluations to determine performance, functional, operational, and interoperability requirements.
Qualifying experience must be described within the body of the resume with dates experience was gained. All qualifications must be met within 30 days after the closing date of this announcement.
Education
There is no substitution of education for the qualifying experience at the GG-12 or GG-13 grade level.
To be creditable, education must have been obtained in an accredited college or university. You must report only attendance and/or degrees from schools accredited by accrediting institutions that are recognized by the
U.S. Department of Education .
