About the Position: Serves as the Chief, Personnel Strength Management Branch (PSMB) responsible for managing the warrant officer/officer/enlisted strength posture throughout the National Training Center (NTC) and Fort Irwin G1.

Duties

Exercise supervision over the daily activities of full-time civilian employees that are assigned to carry out functions of the Personnel Strength Management Branch (PSMB). Advise commanders, directors, or staff officers regarding the required steps to properly complete military personnel actions. Apply fundamental military personnel policies, and regulations sufficient to recommend solutions from moderate to difficult issues and problems. Manage officer/enlisted assignments in their respective functional area and for all branches. Develop employee performance standards and makes formal and informal appraisal of work, giving advice, counsel and/or instructions to employees as required.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires that the incumbent obtain and maintain a secret clearance.
  • This position requires the incumbent to travel away from the normal duty station as required up to 25%.

Experience: I have one year of specialized experience equivalent to the GS-07 grade level in the Federal service which includes: Performing clerical and technical work supporting one or more military personnel programs, operations, or functions, specifically the assignment of professional development of officers/and enlisted personnel. OR Education: I have successfully completed a masters or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as Human Resources. (Note: You must attach a copy of your transcripts.) OR Combination of Experience and Education: I have the specialized experience as described in A, but less than one year; and I have at least one year of graduate education as described in B, but less than the required two years. I have computed the percentage of the requirements that I meet, and the total is at least 100% (To compute the percentage, divide your total months of qualifying experience by 12. Then, divide your semester hours of graduate education beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify.). (Note: You must attach a copy of your transcripts.) Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-7).
