Duties
As a Program Analyst at the NH-0343-4 some of your typical work assignments may include:
Advise the Missile Defense Agency (MDA) leadership on all matters related to program cost, schedule and performance across the Guam Defense System(GDS).
Ensure that GDS program/project requirements are properly identified, budgeted, and acquired in accordance with Agency and DoD acquisition regulations and policies.
Perform program/project management efforts such as identifying and mitigating risks, keeping cost, schedule and performance plans on track and solving issues when needed.
As GDS Deployment Site Lead, ensure effective day to day operations of the site and Site Deployment Integration Team (SDIT). Responsible for MDA SDI Operations while acknowledging contractual relationships and unique technical expertise provided by other organizations. Focal point for efficient site operation and continual communications with JRM, Naval Base Guam, Andersen Air Force Base and the Site Deployment Integration Team. Coordination of schedules and daily activities with multiple stakeholders (O-5/O-6 levels and higher), e.g., Naval Base Guam, Andersen Air Force Base, JRM, NAVFACE, USACE, the A-E/Construction contractors, etc, and throughout MDA 2-LTR organizations, e.g., DX and DG. Further coordination of Training, Safety, Performance Assessment, Conflict Resolution between supporting organizations, Integration/Synchronization of overall site activities and Serious Incident Reporting.
Produce real-time products on-site that do not belong to other organizations (i.e. construction schedule charts, local support agreements/contracts, etc.).

- This is for a Term position, not to exceed 2 years. Temporary Promotions or Reassignments may be extended up to a maximum of 5 years, and may be made permanent without further competition.
Qualifications
You may qualify at the NH-04 broadband level if you fulfill the following qualifications:
One year of specialized experience equivalent to the NH-03/GS-13 grade level in the Federal service:
Leading teams and collaborating across program and functional IPTs to deliver critical capabilities that meet warfighter needs OR
Utilizing oral and written communication skills to accomplish program requirements and represent organizations at meetings with Agency Executive officials, other military departments, other Federal agencies and private industry OR
Using interpersonal relations to network and build relationships across the entire enterprise to include representatives of industry, senior civilians, military representatives, as well as social, ethnic, and political organizations to discuss acquisition requirements and other business with agency equities
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
Substitution of education may not be used in lieu of specialized experience for this grade level.
