Duties

This position is located within the Department of the Interior, Office of the Secretary (OS), Assistant Secretary for Insular and International Affairs (ASIIA), Office of Insular Affairs (OIA), Policy Division in Guam. At the full performance level (GS-12) the major duties of this position include, but are not limited to the following: 1) Analyzes proposed legislation, policies, and regulations for potential impact to Guam and the United States and makes recommendations for appropriate changes/action. 2) Monitors Capital Improvement Projects and Office of Insular Affairs supported grants. 3) Evaluates, and as needed develops, long-range programs for solution of problems. 4) Serves as the liaison between the government of Guam and civil society and the Office of Insular Affairs. 5) Works in concert or collaboration with other representatives of the Office of Insular Affairs on/for Guam. 6) Maintains awareness of new developments and trends of Guam and provides findings and recommendations to leadership. Work is typically performed in an office environment with adequate lighting, ventilation, and climate controls. Normal safety precautions are required. Extensive travel and work is required to remote areas where standards of living vary and where facilities, amenities, and services typical of mainland U.S. may not be available. Observance of special safety precautions is required. OS has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval. Note: You may be required to operate a government vehicle, to complete assigned tasks i.e. site visits, field research, etc.; therefore you must be able to obtain and maintain a valid state driver's license. Term Position- Initial appointment not to exceed 24 months but may be extended up to 4 years. Note: Familiarity with the Chamorro language and culture is preferred but not required. Salary Information GS-12: $86,962 - $113,047 (per annum) First time hires to the Federal government normally start at the lower salary range of the grade level. This vacancy may be used to fill additional positions as vacancies become available. This vacancy is also announced as OS-1501-24-CM-066(MP) for those applicants who wish to apply and be considered under Merit Promotion procedures.

Qualifications

Minimum Qualification Requirements: To qualify for this position you must meet the Specialized Experience for the series to which you are applying. Specialized Experience To qualify for the GS-12, you must possess at least one full year of specialized experience equivalent to the GS-11 level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience: 1) interpreting regulations to determine impacts on an organization; 2) collecting and organizing data for dissemination to determine alignment with program objectives; and 3) collaborating with government and civic leaders on community priorities.
