The primary purpose of this position, INVENTORY MANAGEMENT SPECIALIST GS-2010-09 Target 11, is to serve as a planner responsible for cradle to grave supply chain management and support to worldwide customers for an assigned complex/critical group of contract, inter-service,
organic and dual repaired items and sub-components.
Duties
This is a Maintenance Workforce Development Program (MWDP) Position. To be eligible, you MUST be a WG, WL, WS, or GS-7 or below employee currently working with the Air Force, OR eligible to apply as a military spouse assigned to a Formal Training Plan. This position is a developmental (GS-09 Target GS-11) position. Individual selected may be promoted without further competition, upon meeting all legal and regulatory requirements. Starting salary indicated on this vacancy announcement is for the GS-09. This position is covered by a formalized training program and pay retention of 150% of the maximum rate of the basic pay is authorized.
Perform work associated with the management of items, and preparation of data for accurate planning of budgetary estimates.
Validate Air Force repair requirements data, initiate repair, maintain documentation for repair actions.
Review customer requirements and direct worldwide DoD supply activities to optimize worldwide asset distribution.
Prepare presentations and reports for management relative to any aspect of assigned items or projects when required.
Determine demand forecast factors, costs, lead times, and asset on hand levels that determine the buy and repair budget requirements for the assigned items.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
TARGETED POSITIONS: This position is a developmental (e.g.: GS-09 Target GS-11) position. Individual selected may be promoted without further competition, upon meeting all legal and regulatory requirements. Starting salary indicated on this vacancy announcement is for the (GS-09). Attainment of knowledge, skills, and abilities is required before promotion to the next higher grade and is dependent on demonstrated ability to perform the duties of the next higher grade level, meeting all regulatory requirements, and recommendation for promotion by the supervisor. Promotion is neither implied nor guaranteed. Military Spouse candidates exercising their preference will be placed at the full performance level, if considered to be best qualified and selected.
GS-09 SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes: basic knowledge of supply chain management to include principles, concepts, theories, standard practices, methods, and techniques sufficient to conduct difficult independent reviews and resolve difficult issues and problems for organic and dual repaired items and sub-components; skill in conducting analysis evaluation, fact-finding, and investigative techniques in order to gather data, identify significant factors, and recommend a solution from a number of possible alternatives.

EDUCATION: Successful completion of a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. NOTE: You must submit a copy of your transcripts.

COMBINATION OF EXPERIENCE AND EDUCATION: Equivalent combinations of successfully completed education and specialized experience directly related to the work of the position as outlined above that meets the requirements of the position. NOTE: You must submit a copy of your transcripts
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of supply chain management principles, contract and organic repair procedures, and interservice procedures, techniques and practices to include sustainment procedures and the peculiarities of requirements development.
2. Knowledge of requirements, repair, disposal, distribution and spares leveling as well as logistics planning, programming and budgeting systems.
3. Knowledge of logistics processes, provisioning procedures and peculiarities of provisioning requirements development as well as tactical and strategic approaches to supply chain management.
4. Skill in applying specialized analytical methods and techniques to resolve difficult inventory management problems and issues.
5. Ability to analyze historical data, reported usage, trends, failure data, past and future program data and select the appropriate demand planning methods for assigned items
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

You will receive credit for all qualifying experience, including volunteer experience.
