The primary purpose of this position INVENTORY MANAGEMENT SPECIALIST, GS-2010-13, is to serve as the Munitions Accountable Systems Officer (MASO), responsible for the management of Stock Record Account Numbers.
Duties
Oversee effective and efficient management of the four diverse conventional munitions and nuclear weapons Related Materiel (NWRM) stockpiles.
Ensure that stockpile and custody inventories are scheduled and conducted at required intervals.
Appoint a Document Control Manager to manage and electronically maintain official emergency operating documents which are designated as vital records.
Provide policy direction by taking broad Department of Defense- and Air Force-level guidance and developing local procedures for munitions custody account management.
Review all Ammunition Disposition Requests for necessity and accuracy prior to approving and forwarding to the Global Ammunition Control Point.

- Work is varied and requires specialized knowledge in munitions accountability, munitions serviceability, and munitions production activities. Each activity is distinctly different, and employee requires full knowledge of these areas.
- 18 months of munitions management experience in Munitions Operations, Munitions Storage/Handling, and/or Munitions Inspection as a senior NCO (AFSC 2W0XX) in an element NCOIC or higher position is highly desired.

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
GS-13
SPECIALIZED EXPERIENCE Applicants must have at least one year (52 weeks) or will have one year within 120 days of closing of this announcement, of specialized experience at the next lower grade (GS-11), or equivalent in other pay systems. Examples of specialized experience includes analyzing new or proposed legislation or regulations to determine impact on program operations and management and conducting studies of employee/organizational efficiency and productivity and recommending changes or improvements in organization, staffing, work methods, and procedures.

EDUCATION: Applicant must have a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree, or LL.M., if related. COMBINATION OF EXPERIENCE AND EDUCATION: Applicant must have equivalent combinations of successfully completed a master's or equivalent graduate degree, or two full years of progressively higher level graduate education leading to such a degree, or LL.B. or J.D., if related, and specialized experience directly related to the work of the position as outlined above that meets the requirements of the position. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. Due to the use of 120 day rosters, applicants within 120 days of completion of TIG requirements are encouraged to apply.
KNOWLEDGE, SKILLS, AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Ability to identify and analyze problematic areas related to munitions accountability and initiate corrective actions.
Ability to interpret and apply applicable Air Force instructions.
Ability to plan, organize, and prioritize work, and meet deadlines.
In-depth knowledge of conventional munitions and nuclear weapons-Related Materiel management policies and procedures
In-depth knowledge of munitions accountability requirements, Munitions Accountable Systems Officer duties, and the Combat Ammunition System program.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
PHYSICAL DEMANDS: The work is sedentary and is usually accomplished while the employee is comfortably seated at a desk or table. Some walking and standing may be required in the course of a normal workday in connection with attendance at meetings or while researching files. Items carried typically are light objects. Lifting of moderately heavy objects is not normally required. No special physical effort is required to perform the work.
WORK ENVIRONMENT: The work is primarily performed in an office-like setting involving everyday risks or discomforts which require normal safety precautions typical of offices. The work environment may occasionally involve warehouse settings where the employee will require safety-toe shoes and documented training on local safety/health hazards. The employee uses safe work practices with office equipment, avoids trips and falls, and observes fire regulations, and all ground/explosive safety requirements within the work center. The work area is adequately lighted, heated, air-conditioned, and ventilated.
