The primary purpose of this position is to provide administrative support & assist with the direction of the HQ USAFA Staff executive support functions, ensuring day-to-day operations comply with the policies of the DoD, DAF, USAF & USAFA. Provide professional products & services to execute the Commander's intent to achieve effective engagements with our stakeholders.

Duties

Performs various administrative, analytical, and staff support for the Superintendent and their Front Office, HQ, and USAFA. Performs day-to-day operations of the organization including: responding to requests for administrative assistance; tasking actions where possible or follows-up on appropriate actions with organization action officers; assists with planning, directing, and organizing functions assigned to or directed by the executive leadership within the organization. Serves as the resident subject matter expert for all mandated administrative support programs for HQ. Ensures unit program compliance with regulations, laws, policies, and squadron commander directives. Manages HQ resources for executive support, services, and activities. Develops a resource plan for executive support, including a budget, equipment, computers, supplies, and required services. Optimizes USAFA workflow and manages collaboration tools. Operates information systems to create, collect, process, disseminate, use, store, protect, and dispose of information. Leads, designs, and conducts comprehensive studies where the boundaries are extremely broad and difficult to determine in advance. Leads or participates in special studies and initiatives that form the basis of changes in strategy, planning, and doctrine; identifies focus groups; advocates and explains the Commander's position on assigned program conferences and working-level meetings to gain necessary support and cooperation for USAFA initiatives.

  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft/vehicle to conferences, meetings, or functions away from the duty office/location. Travel may include overnight stays.
  • Teleworking approved on an Ad-Hoc basis; however, due to customer service requirements predominately in-person at the HQ office.
  • Leave accrual may be authorized upon request

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes working with extensive bodies of policies and procedures governing the overall unit administrative and orderly room operation and various steps and procedures needed to perform duties, to ensure all actions are accomplished and if problems exist, to identify other alternatives as needed. OR EDUCATION: Successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. NOTE: You must submit copies of your college transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: Less than the full amount of specialized experience described in the job opportunity announcement; however, and have at least one year of progressively higher level graduate education, but have not obtained a master's or equivalent graduate degree. Therefore, have a combination of experience and education. NOTE: You must submit a copy of transcripts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of the organizational and functional responsibilities and operations of an organization. 2. Knowledge of various office automation software programs, tools, and techniques to support office operations and produce a variety of documents such as letters, reports, spreadsheets, databases, and graphs. 3. Skill in fact-finding, problem analysis, problem resolutions, and development of concrete action plans to solve problems. 4. Ability to gather, analyze and present facts, communicate effectively, using tact and courtesy and possess the ability to plan, organize work, and meet deadlines. 5. Ability to plan and organize management programs and functions of an organization. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

ACTIVE DUTY SERVICE MEMBERS: The VOW Act requires federal agencies to treat an eligible active duty service member as a veteran, disabled veteran, and preference eligible (as applicable) when applying for civil service positions before the effective release or discharge date. Appointment of military members before the release or discharge date is permissible if the member is on terminal leave. At the time the active duty member applies for a civil position, he or she must submit a "certification" memo in lieu of a DD-Form 214, Certificate of Release or Discharge from Active Duty. Active duty members applying for a civil service position without submitting a valid certification memo or DD-Form 214 with their application will render the member ineligible for the position. The certification memo must originate from the member's military service branch on official letterhead and contain the following:
