The primary purpose of this position is: Exercise first level supervisory and managerial authorities over the Cadet Wing's Directorate of Staff office which includes the Deputy Director of Staff/Section Commander, the Cadet Wing Budget Office, Command Support Staff, and Cadet Wing Information Technology Office.
Duties
Plans, organizes, and directs the activities of Staff Divisions; provides executive oversight for the Commandant of Cadets; Cadet Wing, Groups, and Squadrons; and ensures that Staff Agencies comply with requirements and meet the needs of the organization and the Commandant of Cadets.
Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management.
Represents the Commandant of Cadets with a variety of installation and functional area organizations. Establishes, develops, and maintains effective working relationships with representatives and management officials of higher rank (to include general officers), but not limited to, Air Staff; Air University; and USAFA Headquarters, Dean of Faculty, Directorate of Athletics, USAFA Preparatory School, Air Base Wing; and the local community.
Provides expertise, authority, and advice on all aspects of human resource management (including the Drug Demand Reduction Program (DDRP)) and oversees Wing level IT functions and Budget Programs.

- This is a Mission-Essential position performing a Mission-Critical-Function which must continue uninterrupted?? after the occurrence of an emergency and continued through full resumption of all functions.
- The incumbent is expected to demonstrate a high level of self-motivation and ingenuity in developing operations,?? policies, and procedures for the Directorate of Staff operations.
- A one (1) year supervisory probationary period is required if applicant selected has not previously met this requirement.
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes working with laws, rules, regulations, theories, principles, practices and the interrelationship of the following functions: comptroller, facilities, manpower, civilian personnel and training; and mastery of advanced management and organizational principles and practices to develop and implement integrated approaches and solutions to mission support problems, policies and procedures.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Comprehensive knowledge of laws, rules, regulations, theories, principles, practices and the interrelationship of the following functions: comptroller, facilities, manpower, civilian personnel and training.
2. Mastery of advanced management and organizational principles and practices to develop and implement integrated approaches and solutions to mission support problems, policies and procedures.
3. Knowledge of safety and security regulations, practices, and procedures.
4. Ability to plan, organize, and direct the functions and mentor, motivate, and appraise the staff of Wing organization.
5. Proven ability to analyze, plan, coordinate, and adjust work operations of multiple Wing Staff directorates and Groups to meet program requirements and objectives within available resources.
6. Demonstrated ability to communicate, both orally and in writing, at the strategic and tactical level, to achieve stated positions or to make a strong case for a particular strategy which may or may not be readily accepted, but in the solution set to achieve the intended goal.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
