The incumbent serves as the Deputy Director of the Warehouse and Commodity Management Division and in this capacity shares with the Division Director, and Deputy Administrator the overall responsibility for the administration and coordination of all programs of the Division.
Duties
The duties may include, but are not limited to:
Direct subordinates and/or provide; plan work to be accomplished by subordinates, set and adjust short term priorities, and prepare schedules for completion of work.
Hear and resolve complaints from employees – referring group grievances and more serious unresolved complaints to a higher-level manager.
Assign work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees.
Make decisions on work problems presented by subordinates.
Oversee the management and administrative support of the Warehouse and Commodity Management Division.
Formulate and recommend to the Director and Senior Leadership, critical policies, methods, and procedures for carrying out the warehouse examination, licensing, cotton and price discovery programs.
Recommend reasonable actions affecting the licenses or storage contracts of the warehouse operations, based on examination results.
Serve as an agency authority and technical expert providing advice and guidance on all matters relating to division programs, specifically warehouse examination/licensing, warehouse liquidation/marketing, and the USWA.
Research solutions to improve examination/licensing and other techniques used by the various states with the objective of expediting workflow and enhancing the quality of work.
Requirements

- Successful completion of one year probationary period, unless previously served.
- Subject to one year supervisory/managerial probationary period unless prior service is creditable. New USDA supervisors must successfully complete all components of the required training program before the end of their probationary period.

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.
TIME-IN-GRADE: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.
FOR THE GS-14 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-13 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates:
Supervisory, management or leadership responsibilities with the capability to build, organize, manage, or lead an organization.
Experience providing technical advice on the United States Warehouse Act or Commodity Credit Corporation.
Dealing with regulatory responsibilities involving situations that are often controversial and challenging in nature, such as financial, staffing, and other resource limitations and priorities.
Developing and implementing policies, procedures, and operational guidance for the United States Warehouse Act and Commodity Credit Corporation warehouse programs, Cotton Direct Payment Programs, and functions of Price Discovery and merchandising in support of Farm Safety Net programs, ensuring compliance external and internally.
Evaluating business processes, policies, and methods to ensure deliverables are produced efficiently and effectively resulting in developing business requirements and making recommendations for continuous process and system improvements.
Note: There is no education substitution for this grade level.
