Serve as the Director of the Warehouse and Commodity Management Division (WCMD) for the USDA, Agriculture Marketing Service (AMS), Fair Trade Practices Program (FTPP). This position has primary responsibility for oversight and leadership of the WCMD for the planning, development, evaluation, and administration of broad policies and programs related to the United States Warehouse Act (USWA), and operations of the Commodity Credit Corporation (CCC).
Duties
The duties may include, but are not limited to:
Directs and coordinates staff members in a continuous review and appraisal of the adequacy and effectiveness of Division policies.
Officiates in the execution and coordination of approved policies and programs to effectuate a uniform and integrated program throughout the country.
Plans, organizes and directs functions by participating in and supervising work of division staff.
Evaluates the feasibility of incorporating new agricultural commodities or services suggested for inclusion under the United States Warehouse Act and preparing regulations as needed.
Develops, prepares and maintains warehouse examination procedure handbooks required to maintain uniformity and acceptable standards in conducting warehouse examinations.
Formulates national policies, service contracts, and procedures for the storage and handling of various commodities through various storage agreements.
Develop policies for the acquisition, maintenance, and disposition of bulk commodities including all wheat, feed grains, rice, oilseeds, peanuts, baled cotton, raw and processed sugar, and dairy.
Reviews and analyzes proposed legislation, licensing regulations, Office of the Inspector General and Government Accountability Office reports, State laws, etc., affecting assigned programs.
Requirements

- Subject to one year supervisory/managerial probationary period unless prior service is creditable. New USDA supervisors must successfully complete all components of the required training program before the end of their probationary period.

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.
TIME-IN-GRADE: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.
FOR THE GS-15 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-14 grade level) that demonstrates:
Supervisory, management or leadership responsibilities with the capability to build, organize, manage, or lead an organization. - Ability to prepare written reports, correspondence, presentations, briefing papers, technical documents, or other communications that present facts and recommendations.
Experience providing technical advice on programs to industry stakeholders and internal colleagues at all levels so that problems can be resolved.
Dealing with regulatory responsibilities involving situations that are often controversial and challenging in nature, such as financial, staffing, and other resource limitations and priorities.
Evaluating business processes, principles, methods, and tools to ensure deliverables are produced efficiently and effectively to meet business needs.
Analyzing business requirements and making recommendations for business process and system improvements.
There is no education substitution for this grade level.

Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment.
