THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION. This National Guard position is for a BUDGET ANALYST (TITLE 5), Position Description Number T6359000 and is part of the FL CFMO, National Guard.

Duties

As a BUDGET ANALYST (TITLE 5), GS-0560-9, you will develop procedure and objective pertaining to budget estimates for use by management officialsto ensure compliance with State and National Guard Bureau's (NGB) requirements. Based onknowledge of the missions, functions, goals, objectives, procedures, and activities, forecasts program needs for Real Property Operations and Maintenance (RPOM) and Military Construction (MILCON). Assesses the needs and accomplishments of the serviced activities to anticipated and actual dollar figures in the budget. Analyzes and interprets source information as it applies to the budget. Recommends ways to ensure conformance with established guidelines to the CFMO and otheraccounts managers.

AREA OF CONSIDERATION: This position is in the Excepted Service "under the authority of Title 5, P.L. 114-328, Sections 932 and 1084 (FY17 NDAA)", and is open to current on-board (Tenure 1, 2 and 3) US Federal employees interested in helping the Department of the Army meet our mission requirements with Budget Analyst. PCS: Permanent Change of Station (PCS) costs, Recruitment or Relocation Incentive MAY be authorized. Authorization for payment of PCS expenses, Recruitment or Relocation Incentive will be granted ONLY after determination is made that payment is in the best interest of the Florida National Guard. General Adjustment) to be considered GENERAL EXPERIENCE: Must have experience with financial management budget administration, budget formulation, and budget execution with a high order of analytical ability, providing management oversight and guidance to the budget formulation and execution process, performs work that follows established methods and procedures; using practical knowledge of the operations, procedures, and policies of specific program areas or functional assignments; and problem solving techniques and the ability to communicate effectively both orally and in writing. SPECIALIZED EXPERIENCE - GS-09: Must have at least one year of specialized experiences at the GS-07 level or the equivalent which provides knowledge and/or experience, education, or training of finance budget competencies that provided knowledge of financial principles and procedures; candidate must have a good understanding of the basic principles and concepts of the National Guard financial budget business program requirements; experiences and training that demonstrate the abilities to follow directions, to read, retain, and understand a variety of instructions, regulations, policies, and procedures.

Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

Successful completion of a master's or equivalent graduate degree

or

2 full years of progressively higher level graduate education leading to such a degree

or

LL.B. or J.D., if related
