THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION This National Guard position is for a BUDGET ANALYST (TITLE 5), Position Description Number T6356000 and is part of the FL JFHQ, National Guard.

Duties

As a BUDGET ANALYST (TITLE 5), GS-0560-9, you will perform moderately difficult and complex assignments consisting of well-precedented tasks to further orient the employee in the application of occupational principles, methods, and techniques. Assignments are combined with training to develop analytical skills and techniques used to resolve issues or problems of a procedural or factual nature. Individual projects can be performed utilizing established, commonly applied methods. Work includes various duties involving different and unrelated tasks. Independently plans and carry out successive steps and handle problems and deviations in work assignments in accordance with instructions, policies, previous training, or accepted practices. The decision regarding what needs to be done depends upon the analysis of the subject, phase, or issues involved in each assignment, and the chosen course of action may have to be selected from many alternatives. The employee uses judgment in interpreting and adapting guidelines, such as agency policies, regulations, precedents, and work directions for application to specific cases or problems. The employee analyzes results and recommends changes. Completed work is usually evaluated for technical soundness, appropriateness, and conformity to policy and requirements. Assistance in solving problems is available from the supervisor or a higher-graded specialist.

  • Must be Financial Manager Level 2 qualified within 2 years of employment.

Qualifications

AREA OF CONSIDERATION: This position is in the Excepted Service "under the authority of Title 5, P.L. 114-328, Sections 932 and 1084 (FY17 NDAA)", and is open to current on-board (Tenure 1, 2 and 3) US Federal employees interested in helping the Department of the Army meet our mission requirements as a Budget Analyst. PCS: Permanent Change of Station (PCS) costs, Recruitment or Relocation Incentive MAY be authorized. Authorization for payment of PCS expenses, Recruitment or Relocation Incentive will be granted ONLY after determination is made that payment is in the best interest of the Florida National Guard. FLARNG BUS Code NG5022: This position is "included" in the bargaining unit and eligible for labor organization representation. The current exclusive representative is The Association of Civilian Technicians, Chapter 87 and the President is Mr. Michael Ortmayer at [email protected]. GENERAL EXPERIENCE: Must have experience with financial management budget administration, budget formulation, and budget execution with a high order of analytical ability, providing management oversight and guidance to the budget formulation and execution process, performs work that follows established methods and procedures; using practical knowledge of the operations, procedures, and policies of specific program areas or functional assignments; and problem solving techniques and the ability to communicate effectively both orally and in writing. SPECIALIZED EXPERIENCE : GS-09 Must have at least one year of specialized experiences at the GS-07 level or the equivalent which provides knowledge and/or experience, education, or training of finance budget competencies that provided knowledge of financial principles and procedures; candidate must have a good understanding of the basic principles and concepts of the National Guard financial budget business program requirements; experiences and training that demonstrate the abilities to follow directions, to read, retain, and understand a variety of instructions, regulations, policies, and procedures.

Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

Successful completion of a master's or equivalent graduate degree

or

2 full years of progressively higher level graduate education leading to such a degree

or

LL.B. or J.D., if related
