About the Position: Serves as Team Leader and Senior Budget Analyst with responsibility for coordinating and performing program planning, budgeting, analysis and reporting for a wide variety of functional elements and funding sources. Responsible for providing technical advice and guidance to other analysts and managers engaged in the execution of the mission.

Duties

Responsible for providing technical advice and guidance to other analysts and managers engaged in the execution of the mission. Advises program managers and other interested parties on the status and availability of funds to include all regulatory aspects and command financial management processes. Assures funding is accepted and properly used in accordance with governing statutes (e.g. purpose, time, and amount), Comptroller General Decisions, precedents, regulations, and business processes. Serves as the central point for funds control. Receives obligation authority, allocates funds, notifies operating officials, and maintains control so that obligations are kept within apportionments. Determines extent of reprogramming necessary to keep within goals and identifies needs to managers for reprogramming between budget accounts. Develops systems, methods, and procedures for the financial management of direct programs and customer reimbursable work to include a wide variety of funding. Develops and maintains good working relationships with counterparts in Resource Management and Installation Commands in order to efficiently process financial requests. Responsible for the technical quality of the team’s work, giving advice or instructions to team members, as well as providing on-the-job training when necessary. Provides on-the-job training to newly assigned analysts and participates in the training of interns.

  • THIS IS A FINANCIAL MANAGEMENT Level 2 Certified position. This certification requirement is a condition of employment for this position. Failure to obtain this certification within TWO YEARS may subject the incumbent to adverse action.

Specialized Experience: One year of specialized experience that includes having comprehensive knowledge and understanding of the principles and objectives of budget administration, along with the appropriate experience and knowledge in the application of related laws, regulations, policies, precedents, methods and techniques of budgeting and manpower; Skilled in communication with upper-level management to provide guidance and technical advice on projects and other analysts engagements. Skilled in automated budgeting programs such as Corp of Engineers Financial Management System enabling the processing of receipts and entry of direct and reimbursable funding, creation of purchase request and commitment of labor, contract actions, and overhead activities; Skilled in leading a team and providing financial training to staff as well as conducting Financial Management Orientation. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
