About the Position:
This position serves as Senior Budget Analyst assigned to the Construction Division. Provide complete budgetary services for several programs within the Construction Division, to include the Military, Civil, Operations & Maintenance (O&M) and work-for-others construction programs.
This position is located in Savannah, GA.
Duties
Develops and formulates program/budget execution schedules.
Prepares Construction Division budget and manpower requirements based upon evaluation of projected workload discussions with managers.
Responsibilities include preparation of a variety of highly complex reports and presentations pertaining to the scheduling and progress of military and civil construction contracts.
Focal point for financial management system for Construction Division; Specifically responsible for the technical quality of the team’s work, giving advice or instructions to team members, as well as providing on-the-job training when necessary.
Provides on-the-job training to newly assigned analysts, assists with unusual or controversial assignments, and participates in the training of interns.

- FINANCIAL MANAGEMENT LEVEL 2 Certification. This certification requirement is a condition of employment for this position. Failure to obtain this certification within the required time may be subject to adverse action.

- One year trial/probationary period may be required.
- Up to 15% Business Travel may be required.

Specialized Experience: One year of specialized experience which includes,extensive and detailed knowledge and understanding of the goals, objectives, and interrelationships of the District's construction and various work-for-others programs. Skill in analyzing the impact of changes in personnel, salaries, expenses, overhead, supervision and administration (S&A), and related costs on current and future year funds for the military and civil works construction programs. Knowledge of accounting systems, automated budgeting, and progress reporting systems to locate and analyze data pertaining to the Military construction, O&M and work-for-others programs. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11 or above).
