Duties

Summary: The primary purpose of this position is to serve as HQ PACAF Program Manager (PM) for Live, Virtual, and Constructive (LVC) training, and Combat Training Range Program (CTRP) Analyst, and the Distributed Mission Operations (DMO) Instructor Pilot (IP) contract manager. Plan, organize, and determine necessary programs, policies, regulations, directives, doctrine, and procedures for the establishment and maintenance of MAJCOM tactical and operational level training programs. Military rated experience is highly desired. Duties: Applying military rated aviator experience (highly desired), analyzes, develops, and evaluates detailed plans, goals, and objectives for long-range implementation of assigned major command program(s). Provides Quality Assurance and Functional Director oversight to HQ PACAF O&M and logistics support contracts that directly support LVC training capabilities for PACAF forces. Serves as the Program Element Monitor (PEM) for the DMO Instructor Pilot (IP) contract and PACAF Full Mission Combat Training (FMCT). Prepares the PACAF Commander, staff, and other forums on status of PACAF, LVC, RF-A, CTROP, FMCT, DMO IP contracts, and assesses the impacts of developments affecting PACAF units ability to effectively train through briefings and written reports.

Qualifications

Conditions of Employment (cont.): This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. "This position is emergency-essential (E-E). In the event of a crisis situation, the incumbent, or designated alternate, must continue to perform the E-E duties until relieved by proper authority. The incumbent or the designated alternate may be required to take part in readiness exercises. This position cannot be vacated during a national emergency or mobilization without seriously impairing the capability of the organization of function effectively. This meets the criteria of an E-E position and requires that the incumbent, or the designated alternate, be removed from any military recall status." In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administration and Management Positions, Miscellaneous Administration and Program Series 0301. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes expert knowledge of AF O&M and logistics support contract details to include Statements of Work, system specifications, Request for Proposal, and Contract Data Requirement Listings for combat training range contracts; Knowledgeable on the laws, principles, policies, and practices associated with the management, encroachment issues, hazardous materials, explosives, safety and security procedures, foreign and domestic range operations, communication procedures, range systems, range scoring systems, multi-level security integration issues; Expert knowledge of AF qualitative assurance programs and contractual oversight priorities such as the Functional Director and Contract Officer Representative duties to determine the extent of compliance with rules and regulations issued by the agency and to evaluate program accomplishments; Expert knowledge of military command structure, missions, programs, and organizational relationships, program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events; Knowledge of various command entities involved in overall planning and execution of operations and evaluations; Technical knowledge of Threat Systems equipment, range equipment, and test equipment and configuration control and skill in applying this knowledge to planning future years training operations and how threat systems tie into training; Ability to plan, organize, and develop initiatives or projects, and provide effective advocacy with command structure to accept and implement such initiatives or projects (where these initiatives or projects involve substantial resources) and may require significant changes in established concepts, procedures, and infra-structure. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Expert knowledge of, and skill in applying the laws principals, policies, and practices associated with the management of a weapons training range, e.g. land and facility management, environmental encroachment, hazardous materials, explosives, safety and security procedures, range operations, communications procedures, range scoring systems and record keeping, etc. Experience in managing an Air Force range and military rated experience is highly desirable. Knowledge of contracting policies and principles and the Federal Acquisition Regulations to review and analyze contractor performance, other-than-normal charges, and to document non-compliance and sub-standard performance to protect the interests of Government. Knowledge of Government budgetary and supply procedures to facilitate long-range planning and procurement. Experience in preparing O&M budgets for a weapon training facility is highly desirable. Knowledge of range operations, maintenance modification procedures, security practices, and skill in applying this knowledge to plan and develop future range operations and a quality assurance surveillance plan for evaluating contractor's performance. Knowledge of range instrumentation systems and operation with regards to computer systems, electronic scoring, radar equipment, ground operations, training devices, and assigned systems and equipment configuration. Ability to plan, organize, and lead others in projects and to negotiate complex issues effectively in efforts to implement recommendations where initiatives involve substantial resources and may require substantial changes in existing concepts, procedures, and infa-structure. Ability to communicate effectively orally and in writing. Initiate, maintain, and sustain good working relationships. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
